“This scientific event falls within the persistent efforts exerted by the various structures and components of the People's National Army. These efforts aim to instill a culture of proactive thinking and to strengthen strategic and security forecasting mechanisms, allowing for a deeper understanding of the transformations currently reshaping the world, and for grasping their various dimensions and potential implications for our country's security, stability, and vital interests.
These transformations have led to the emergence of an international environment characterized by a high degree of complexity, interdependence, and strategic uncertainty. This environment is further marked by intensifying competition over resources and spheres of influence, particularly through the adoption of new tools for influence and pressure.
Specifically within this framework, successive developments in the fields of cyberspace, artificial intelligence, and data management have contributed to restructuring the logic of power. Consequently, the control over research and development (R&D) and the production of knowledge has become a decisive factor in determining the balance of power and influence in international relations.
Furthermore, mastering forecasting tools and building proactive scenarios constitute vital keys for strategic and security decision-making, while enhancing the maturity levels of the state's public policies.”
The General further emphasized that Algeria continues to bolster its strategic vigilance by adopting proactive approaches to deal with various challenges. This commitment ensures that Algeria remains a reliable international partner and an influential player within its geo-security sphere:
“In the midst of these transformations, Algeria continues to bolster its strategic vigilance by adopting proactive approaches to deal with various challenges. This ensures that Algeria remains a reliable international partner and an influential player within its geo-security sphere.
In this same vein, our formidable army—under the leadership of the President of the Republic, Supreme Commander of the Armed Forces, and Minister of National Defense—continues its efforts to enhance and elevate its operational readiness. This involves the ongoing modernization of its military equipment and the advancement of its training systems, ensuring a permanent capability to effectively confront all forms of current and future threats, and making our country an impregnable fortress of security and stability”.
Following his remarks, the General officially declared the seminar open. The event proceeded with several presentations addressing various dimensions of external threats, followed by interventions from experts and specialists. These contributions enriched the discussions on the diverse strategic issues presented.
