Algeria-Angola: Deep-Rooted Historical Ties and Firm Positions in Service of Peace and Development in Africa

The President of the Republic of Angola, Mr. João Lourenço, headed this Monday afternoon to Maqam El Chahid (Martyrs' Memorial) in Algiers, where he observed a minute of silence and laid a wreath at the memorial monument commemorating the martyrs of the Glorious Liberation Revolution.

Algeria and Angola share deep-rooted historical ties, characterized by firm principles and positions in the service of peace and development across the African continent. This comes in light of the commitment of both leaders, President of the Republic of Algeria Mr. Abdelmadjid Tebboune and his Angolan counterpart Mr. João Lourenço, to establishing an effective strategic partnership between the two nations.

In this vein, the state visit initiated by the Angolan President to Algeria starting this Monday represents a significant occasion to breathe new life into bilateral relations. It aims to propel them toward higher levels by establishing a solid foundation for a strengthened strategic partnership, particularly in the fields of economy, higher education, scientific research, and cultural exchange.

This visit also provides an opportunity to reaffirm the alignment of positions regarding regional and international issues of mutual interest, particularly those related to decolonization in Africa and the right of peoples to self-determination—foremost among them the Sahrawi people—as well as issues concerning the achievement of security, stability, and development on the continent.

For the Republic of Angola, Algeria is considered a traditional ally, given the support it provided during Angola's struggle against colonialism and its post-independence reconstruction. This position continues to be highly appreciated by the Angolan people and leadership, as clearly demonstrated when the Angolan President—on the occasion of his country's 50th Independence Anniversary last November—posthumously awarded the "Order of Honor" to the late Algerian Presidents Houari Boumediene and Ahmed Ben Bella, in recognition of their exceptional contributions to Angola's independence and reconstruction.

Building on these solid relations, the leaders of the two countries maintain constant consultation and continuous communication. The President of the Republic had previously sent a message to his Angolan counterpart on the occasion of the 50th anniversary of his country's independence, in which he reaffirmed "Algeria's readiness to work toward bringing the economic relations between the two countries to the same level as their political relations."

On that same occasion, President João Lourenço expressed his determination for Algeria to be the first country he visits in 2026.

As the representative of the President of the Republic at the Third Summit on Infrastructure Financing for Development in Africa, held in Luanda last October, the President of the Council of the Nation, Mr. Azouz Nasri, was received by the Angolan President. During the meeting, he conveyed the greetings of the President of the Republic and his commitment to strengthening the ties of brotherhood and cooperation between the two friendly nations and peoples, while continuing coordination on issues of mutual interest at both the bilateral and continental levels.

Furthermore, in December 2024, the Minister of State, Minister of Foreign Affairs, National Community Abroad and African Affairs, Mr. Ahmed Attaf, in his capacity as a special envoy of the President of the Republic, delivered a written message from the President of the Republic to his Angolan counterpart.

On that occasion, Mr. Attaf emphasized the President of the Republic’s aspiration to continue joint efforts aimed at elevating the relations of brotherhood, cooperation, and solidarity between the two countries toward broader horizons.

For his part, President João Lourenço has expressed, on several occasions, his feelings of respect and appreciation for Algeria and its President, in recognition of his commitment to defending Africa's causes and interests and amplifying its voice. He also emphasized his adherence to the unity of African destiny and the principles of solidarity and brotherhood among the continent's nations, noting his sincere will to establish a strategic partnership with Algeria that benefits both peoples.

The past two years have witnessed significant momentum in communication between the two countries, particularly with Algeria holding a non-permanent seat on the UN Security Council and Angola assuming the presidency of the African Union.

During the high-level UN Security Council meeting on the issue of combating terrorism in Africa, held in New York in January 2025, the Republic of Angola—alongside representatives from 70 delegations of African and non-African nations—praised the effective role played by the President of the Republic of Algeria in leading continental efforts to support the fight against terrorism in Africa.

Continuing the tradition of consultation established by the two countries, both sides have exchanged numerous visits by officials from various sectors in recent years, particularly in Foreign Affairs, Energy, and Mining. In April 2025, the first session of political consultations between Algeria and Angola was held, during which a Memorandum of Understanding was signed between the foreign ministries of both nations. This agreement aims to establish an institutional framework for bilateral political consultations, allowing for intensified coordination and broader cooperation across various fields of mutual interest.
