The Director General of Scientific Research and Technological Development at the Ministry of Higher Education and Scientific Research, Professor Mohamed Bouhicha, confirmed that the establishment of the Constituent Supreme Council for the Algerian Scientific Community Abroad came in execution of the directives of the President of the Republic, Mr. Abdelmadjid Tebboune, with the aim of benefiting from Algerian competencies residing abroad and making them a partner in the national development process.
Speaking this Tuesday to the "L'invité du jour" program on the First Radio Channel, Bouhicha explained that the world today is witnessing fierce competition to attract talented and experienced individuals, making investment in human capital a strategic priority.
He added: "The establishment of this council represents a step toward building a permanent institutional framework that gathers Algerian scientists abroad, whereas communication with them in the past depended on individual initiatives or sporadic meetings." He pointed out that the constituent council includes scientists and researchers from various disciplines active across a number of countries, featuring prominent scientific names, which reflects the state's desire to benefit from Algerian expertise of international standing.
The Council as a Proposing Force and a Bridge with Scientific Competencies in the Diaspora
He emphasized that establishing the council under the patronage of the Presidency of the Republic carries a clear message that the state seeks to involve scientific competencies in shaping policies related to scientific research and technology, rather than merely benefiting from them in limited projects.
Bouhicha explained that the council's success will not be measured solely by the names it includes, but rather by its ability to transform expertise into practical projects. This will be achieved through technology transfer, the creation of joint research teams, and the enhancement of cooperation between Algerian universities and their counterparts abroad, in addition to facilitating the contribution of Algerian scientists residing abroad, whether through returning to the homeland or via remote work.
Bouhicha added that the council will serve as a space gathering Algerian scientific competencies in various fields of science and technology, with a special focus on artificial intelligence and quantum technologies, as they are among the most prominent fields that will drive global development in the coming years.
Furthermore, it will contribute to transferring modern technology to Algeria and building an educational and research ecosystem capable of producing and developing knowledge within the country.
Incentive Measures for Researchers in Algeria
In the context of supporting researchers, Bouhicha stressed the importance of recognizing their efforts and valuing their research outcomes. He emphasized that the Ministry of Higher Education is actively promoting scientific products to various sectors and economic enterprises to transform them into value-generating projects.
He revealed that around 100 research products have entered the exploitation phase and are being transformed into economic projects. This figure represents a significant development compared to previous years, when the number of utilized research projects did not exceed three or four annually.
He also announced that the Ministry is working to establish an integrated ecosystem to support scientific research. This includes regulatory texts that allow research professors to benefit from the revenues of patents and scientific innovations, alongside the provision of 20 research platforms equipped with state-of-the-art facilities that match international standards in terms of capabilities.
Furthermore, he pointed to the development of an information system that enables Algerian researchers to access global scientific databases, while introducing financial rewards for researchers who publish high-quality research in international scientific journals—a step aimed at encouraging scientific excellence and enhancing the global standing of Algerian scientific research.
