The President of the High Authority for Transparency, Prevention and Fight Against Corruption (HATPLC), Ms. Salima Mousserati, chaired a meeting of the national commission tasked with monitoring the implementation of the National Strategy for Transparency, Prevention and Fight Against Corruption, a statement from the High Authority indicated this Wednesday.
The meeting took place on Tuesday in the presence of representatives of the sovereign bodies and institutions that are members of the commission, namely the Council of the Nation, the National People's Assembly, and the Prime Minister's Office. They were joined by the inspectors general of the Ministries of Foreign Affairs; the Interior, Local Authorities, and Transport; and Justice, along with a representative of the National Gendarmerie Command and the head of the General Inspectorate of Finance, the statement specified.
This meeting "crowns the series of meetings held by the sub-commissions responsible for monitoring the implementation of the five objectives of the National Strategy, whose work was dedicated to evaluating the implementation of the measures planned for the year 2025, the progress achieved, and the challenges and difficulties encountered," the same source highlighted.
The meeting was marked by "the presentation of the sub-commissions' reports on the evaluation results regarding the implementation of the strategic objectives."
It also provided an opportunity to "review the main problems encountered by certain sectors during implementation, to which solutions were proposed capable of strengthening coordination among the various stakeholders," according to the statement.
The meeting further allowed for "conducting a comprehensive evaluation of the overall progress of the National Strategy" and "examining the progress recorded in the implementation of the action plan." Emphasis was placed on "the need to intensify efforts during the next phase to ensure the completion of the planned measures within the allotted timeframes."
The commission's work resulted in a series of recommendations, focusing notably on "strengthening the effectiveness of coordination and monitoring mechanisms between the various sectors and bodies, intensifying training and capacity-building programs, and continuing the digitization of the Strategy's implementation and monitoring mechanisms." This is "particularly through the digital platform set up by the HATPLC to allow the various actors to track the progress of the execution of measures," the statement highlighted.
Among the recommendations also figure "accelerating the finalization of the promulgation of certain legal texts provided for by the 2020 Constitution and the related executive decrees, notably the draft law on the simplification of administrative procedures and the regulatory text on codes of conduct." This aims to "provide a unified reference framework for the various sectors, strengthen the principles of transparency, integrity, and good governance, and enshrine the participatory approach in the prevention and fight against corruption."
At the conclusion of the meeting, Ms. Mousserati affirmed that "regular monitoring and continuous evaluation constitute an essential guarantee for the successful implementation of the National Strategy." She insisted on "the importance of continued coordination among the various actors, and the mobilization of the necessary resources to achieve the set objectives, with a view to enhancing the effectiveness of the national mechanism for the prevention and fight against corruption, and supporting the reform process undertaken in Algeria regarding the consolidation of transparency and the promotion of good governance," the statement concluded.
