The proceedings of the 12th Session of the High-Level Seminar on Peace and Security in Africa – the Oran Process – began on Monday at the Abdelatif-Rahal International Conference Center (CIC) in Algiers.
This 12th session of the Seminar, held over two days, is marked by Algeria’s dual participation in the event — as an African member of the United Nations Security Council (A3) and as a member of the African Union’s Peace and Security Council (PSC).
The meeting brings together PSC members, current, incoming and outgoing African members of the UN Security Council under the A3 mechanism, friends of the Seminar, as well as representatives of the AU Commission, the United Nations, and the Seminar’s partners.
The High-Level Seminar will review the progress achieved by the A3+ in carrying out the mandate entrusted to them by the AU, identify pressing challenges, and consider the most effective ways to further strengthen the role of the A3+.
It will formulate practical recommendations to enhance coherence, cooperation and coordination between the PSC and the A3+ in fulfilling their respective mandates.
The Seminar will also serve as a platform for constructive exchanges on thematic peace and security issues facing the continent.
It will additionally be an opportunity to present the Handbook on the modalities for strengthening coordination between the AU PSC and the African members of the UN Security Council, adopted under PSC Communiqué 1289 in July 2025.
Created in 2013 at Algeria’s initiative, the High-Level Seminar on Peace and Security in Africa – the Oran Process – has become a key platform for discussion and reflection on peace and security issues in Africa, in pursuit of a sustained commitment to advancing collective African action.
Since its inaugural session in December 2013, this annual gathering has served as an intra-African forum dedicated to strengthening coordination and cooperation among African members of the UN Security Council (A3) and members of the AU PSC, enabling Africa to make its voice heard at the Security Council and to effectively defend common African positions on peace and security issues.
This year’s edition is being held exceptionally in Algiers. Over successive editions, the Oran Seminar has provided African diplomacy with a clear vision for the future and has equipped African delegations accredited to the United Nations with a roadmap that has made African diplomacy an accomplished and influential actor in the UN Security Council’s decision-making process.
