Full Text of the Council of Ministers' Communiqué

The President of the Republic, Supreme Commander of the Armed Forces, and Minister of National Defense, Mr. Abdelmadjid Tebboune, chaired a meeting of the Council of Ministers yesterday, Sunday, according to a communiqué from the Council, the full text of which follows:

"The President of the Republic, Mr. Abdelmadjid Tebboune, Supreme Commander of the Armed Forces and Minister of National Defense, chaired a meeting of the Council of Ministers devoted to a draft law regarding a technical amendment to the Constitution, draft organic laws relating to the electoral system and political parties, as well as a presentation on the compensation of transport costs in the economic sector.

Following the presentation of the agenda and the subsequent presentation by the Prime Minister regarding the Government's activities over the past two weeks, the President of the Republic issued the following instructions, directives, and guidelines:

1- Regarding the Technical Amendment of the Constitution:

• The President of the Republic ordered the postponement of the technical amendment to the Constitution in order to deepen its examination and thus strengthen the democratic achievement in electoral matters represented by the National Independent Authority for Elections (ANIE).

2- Regarding the Organic Law Relating to the Electoral System:

• The President of the Republic ordered a review and a more careful examination of the amendments, given that they are of a purely technical nature.
• He also instructed that a distinction be made between the formal and substantive aspects of these amendments.

3- Regarding the Organic Law Relating to Political Parties:

• The Council of Ministers approved the draft organic law relating to political parties, following the validation of proposed amendments requested by the political parties.
• The President of the Republic affirmed that these amendments aim, as a whole, to ensure the completeness of this law, which is considered one of the most democratic.
• The President of the Republic congratulated the Algerian political family for this new achievement, which reinforces the Algerian democratic landscape.

4- Regarding a Presentation on the Compensation of Transport Costs in the Economic Sector:

• The presentation was examined by the Council of Ministers, in accordance with general economic data."
