The General of the Army Saïd Chanegriha, Minister Delegate to the Minister of National Defense and Chief of Staff of the People’s National Army, supervised today, Tuesday, in Algiers, the opening of a national seminar entitled: “Protecting the Country's Vital Facilities Against New Threats: Reality and Improvement Prospects,” according to a statement from the Ministry of National Defense.
The same source clarified that General of the Army Saïd Chanegriha, Minister Delegate to the Minister of National Defense and Chief of Staff of the People’s National Army, supervised today, Tuesday, April 21, 2026, at the National Army Club in Beni Messous, the opening of a national seminar entitled: “Protecting the Country's Vital Facilities Against New Threats: Reality and Improvement Prospects.”
The seminar was attended, alongside the Secretary General of the Presidency of the Republic, by several ministers, the Advisor to the President of the Republic in charge of Security and Defense Affairs, the General of the Army Commander of the Land Forces, the Secretary General of the Ministry of National Defense, the commanders of the Forces and the Republican Guard, the Director of the Cabinet of the Ministry of National Defense, the Commander of the National Gendarmerie, the Commander of the First Military Region, heads of departments, the General Inspector of the Army, central directors from the Ministry of National Defense and the Staff of the People's National Army, as well as high-ranking officials and university professors.
The proceedings of the seminar commenced with an opening speech delivered by the General of the Army, in which he first welcomed the guests and participants. He emphasized that “vital facilities have today become the lifelines that pump security and stability into the body of the modern state, a fundamental part of the national defense system, and at the very heart of comprehensive security.”
In this regard, he stated: “Vital facilities and infrastructure are no longer merely economic assets; their role has evolved to become the lifelines that pump security and stability into the body of the modern state, driving the paths of developmental integration and promoting national security in all its dimensions.”
Consequently, General of the Army Saïd Chanegriha added: “The protection of vital facilities and infrastructure is a strategic and rational choice, a fundamental part of the national defense system, and at the very heart of comprehensive security.”
The General of the Army emphasized that “the People’s National Army contributes fundamentally to the security of vital facilities, ensuring the continuous updating of intervention team plans and their training, while maintaining coordination among all stakeholders.”
He added: “In this context, the People’s National Army, under the guidance of the President of the Republic, Supreme Commander of the Armed Forces, and Minister of National Defense, plays a fundamental and pivotal role. Through its operational units and security apparatus, it contributes to securing strategic facilities by implementing protection and intervention plans to deal with various threats, whether terrorist, subversive, cyber, or within what is known today as hybrid threats.”
General of the Army Saïd Chanegriha continued: “The People’s National Army is also committed to the continuous updating and development of intervention team plans and their training, as well as planning and coordination methods across various sectors. This is within a comprehensive approach based on proactivity rather than reaction, and prevention instead of treatment, while enhancing the levels of integration between the human element and modern technology.”
Following this, the General of the Army officially announced the opening of the seminar's proceedings.
Subsequently, the scheduled lectures commenced, during which participating professors and experts addressed various aspects of the subject. These included the strategic and conceptual framework for protecting sensitive facilities, the responsibility of stakeholders and coordination mechanisms, the evolution of threats against sensitive facilities, the protection system between technology and the human element, as well as sensitive facilities and national defense, and strategic directions for sovereign protection in the face of future threats.”
“The presentations were punctuated by discussions and interventions from specialists and officials, who provided insights and ideas that enriched the seminar's proceedings and recommendations,” according to the same statement.
