Opening in Moscow of the Preparatory Meeting for the 13th Session of the Algerian-Russian Joint Commission for Economic Cooperation

The proceedings of the expert-level preparatory meeting for the 13th session of the Algerian-Russian Joint Intergovernmental Commission for Economic, Commercial, Scientific, and Technical Cooperation began yesterday, Wednesday, in Moscow.

This session will be co-chaired tomorrow, Friday, by the Minister of State, Minister of Hydrocarbons, Mr. Mohamed Arkab, and the Deputy Prime Minister of the Russian Federation, Mr. Dmitry Patrushev.

The holding of this session takes place in a positive context marked by the growing dynamic in Algerian-Russian relations in recent years. This reflects the shared will of the leaders of both countries—the President of the Republic, Mr. Abdelmadjid Tebboune, and the President of the Russian Federation, Mr. Vladimir Putin—to strengthen the strategic partnership and broaden the prospects for bilateral cooperation, a statement from the Ministry of Hydrocarbons indicated.

In this context, the 13th session of the Joint Intergovernmental Commission constitutes a new step aimed at consolidating the foundations of bilateral cooperation and deepening the economic, scientific, and technical partnership between the two countries in various fields of common interest. This is based on the Declaration of Deepened Strategic Partnership signed by the leaders of both countries during the official visit by the President of the Republic, Mr. Abdelmadjid Tebboune, to the Russian Federation in June 2023, which injected a new momentum into Algerian-Russian relations and gave them a broader and deeper strategic dimension.

Experts from both countries will work for two days to evaluate the level of implementation of the decisions and recommendations stemming from the 12th session of the Joint Commission, held in Algiers in January 2025. They will also focus, within sectoral working groups, on several cooperation and partnership files and projects, and will examine ways and means to strengthen them.

The proceedings of the preparatory meetings will cover several priority sectors, notably agriculture, rural development, fisheries, trade, industry, energy, hydrocarbons and mining, finance, transport, public works and infrastructure, housing and urban planning, higher education and scientific research, the environment, education, postal services and telecommunications, health, and tourism and handicrafts.

It should be noted that on the sidelines of the proceedings of the Joint Intergovernmental Commission, three sectoral working groups will hold specialized meetings. These are the working group on geology and mining, the working group on air transport, and the working group on water resources. The aim is to examine bilateral cooperation projects in these fields and define the mechanisms for their implementation and follow-up, which will enhance partnership and investment opportunities between the two countries.

This session aims to evaluate the track record of bilateral cooperation since the previous session, to examine the development prospects of the Algerian-Russian partnership, and to strengthen economic, commercial, and investment exchanges, in addition to broadening scientific and technical cooperation, in accordance with the aspirations of both countries and in the service of their common interests.

On the sidelines of the Joint Commission's proceedings, Mr. Arkab will also hold a series of bilateral meetings with several Russian officials to examine ways and means to strengthen bilateral cooperation, notably in the energy and hydrocarbons sectors, as well as in economic and investment fields of mutual interest, the statement concluded.
