The Minister of State, Minister of Hydrocarbons, Mohamed Arkab, held talks on Thursday in Moscow with the Russian Deputy Prime Minister in charge of Energy, Alexander Novak. Both parties reaffirmed the strength of bilateral relations, which have seen significant momentum since the signing of the Declaration of Deep Strategic Partnership in June 2023, reflecting the shared political will to elevate cooperation to broader and more diversified levels, according to a statement from the Ministry of Hydrocarbons.
As part of the preparations for the 13th session of the Algerian-Russian Joint Intergovernmental Commission for Economic, Commercial, Scientific, and Technical Cooperation, the two officials expressed their satisfaction with the current level of cooperation. They emphasized their determination to further strengthen and expand the partnership within the hydrocarbons sector to include all segments of the oil and gas value chain.
The discussions—attended by the Algerian Ambassador to Russia, the Russian Ambassador to Algeria, the President of the National Agency for the Valorization of Hydrocarbon Resources (ALNAFT), Samir Bakhti, the President of the Hydrocarbons Regulatory Authority (ARH), Amine Remini, and senior officials from both ministries—centered on the current status and future prospects of the strategic partnership.
Both parties exchanged views on opportunities to develop cooperation in exploration, production, field development, refining, and petrochemicals, as well as technological innovation, environmental protection, and reducing the carbon footprint of energy activities.
On this occasion, Mr. Mohamed Arkab presented Algeria's national strategy for the development of the hydrocarbons sector, highlighting major programs aimed at increasing production capacity and enhancing the sector's attractiveness. He also outlined the reforms undertaken to improve the business climate, particularly the legal framework governing hydrocarbon activities, which provides significant advantages and guarantees for investors.
Furthermore, Mr. Mohamed Arkab highlighted investment opportunities through the "Algeria Bid Round 2026" launched by ALNAFT, which includes seven promising exploration blocks with significant oil and gas potential. Regarding global markets, he reaffirmed Algeria’s steadfast commitment to the principles of cooperation within the OPEC+ alliance to maintain market stability and balance, noting that Algeria remains an active player in supporting consensus that serves both producers and consumers.
Both sides underscored the importance of strict collective adherence to OPEC+ commitments to ensure global market stability and foster a conducive environment for energy investment. The meeting concluded with an agreement to continue high-level dialogue and encourage industrial partnerships based on mutual benefit and technology transfer, supporting the long-term strategic interests of both Algeria and Russia.
