Inaugural Meeting of the Supreme Council for the National Scientific Community Abroad Opens in Algiers

The inaugural meeting of the Founding Committee of the Supreme Council for the National Scientific Community Abroad commenced this Sunday at the Pôle Scientifique et Technologique "Martyr Abdelhafidh Ihaddaden" in Sidi Abdellah.

The committee is composed of 31 eminent scientists and researchers from across the globe, 24 attending in person and 7 participating via videoconference. Among them are Professor Elias Zerhouni and Professor Belkacem Haba, alongside a group of scientists who have achieved prestigious status in science and technology in various countries, including Australia, the United States, Sweden, and France. 

In his opening address, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, stated that "the establishment of this Council comes in response to the commitments of the President of the Republic, Mr. Abdelmadjid Tebboune, to provide the scientific diaspora abroad with a full opportunity to contribute to the nation’s development through consultancy, expertise, and the transfer of modern technologies."

He emphasized that today’s date is "not merely a protocolar appointment, but a fundamental cornerstone and the beginning of a transformative foundational stage in building the New and Triumphant Algeria." The Minister added that placing this Council under the direct oversight of the Presidency of the Republic confers "strong political weight" and recognizes the high status of Algerian scientists worldwide.

For his part, the Coordinator of the Founding Committee, Professor Elias Zerhouni, highlighted the significance of the Council’s creation, noting that it "embodies a strong political will, under the guidance of President Abdelmadjid Tebboune, to connect Algerian competencies abroad with their motherland." He stated that the objective is to "establish a permanent and effective framework for cooperation that translates into concrete and sustainable projects, moving beyond simple meetings."

Professor Zerhouni praised Algeria’s significant development in the higher education sector and called for leveraging the expertise and networks of Algerian scientists abroad to serve national development priorities.

It is noteworthy that the Council of Ministers, in its recent meeting, approved the creation of the Supreme Council for the National Scientific Community Abroad as a consultative body under the Presidency of the Republic, possessing financial and administrative independence. In this context, President Abdelmadjid Tebboune has issued a call to all Algerian scientists worldwide to participate and contribute to the nation’s project of reaching the ranks of advanced countries.
