The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, oversaw the ceremony upgrading the Salhi-Ahmed University Center to the rank of University on Sunday in the wilaya of Nâama, in the presence of local authorities and members of the university community.
During an inspection visit to the institution, promoted to university status under Executive Decree 25-265 of October 7, 2025, the Minister stated that this university comprises seven faculties as well as an Institute of Pastoral Agriculture.
He emphasized that this upgrade reflects the Algerian State's vision aimed at making the University a driving force in achieving development goals and strengthening its economic role.
Mr. Baddari added that this step falls within the framework of the directives of the President of the Republic, Mr. Abdelmadjid Tebboune, aimed at elevating university education so that it becomes a key lever for building a national economy based on entrepreneurship, technology, science, and knowledge.
In the same context, the Minister indicated that the new economic orientation is now a tangible reality within this scientific institution, thanks to State support for research and innovation capabilities, as well as its support for entrepreneurship. This vision allows for the transformation of student and researcher knowledge into concrete projects contributing to the exploitation of agricultural, pastoral, tourism, and other potentials, thereby strengthening productive capacity and wealth creation.
Furthermore, the Minister of Higher Education and Scientific Research insisted on the need to strengthen the pedagogical staffing capabilities of the University of Nâama, based on expressed needs, in order to create high value-added specializations meeting the requirements of the economy and the local, social, and environmental development of the region.
In this regard, he recalled the central role of startup incubators, innovation laboratories, and entrepreneurship development centers in capitalizing on scientific research results and strengthening the link between the university and its socio-economic environment.
During his field visit to Salhi-Ahmed University, the Minister visited an exhibition of research projects carried out by students and micro-project holders in the hall of the first university campus.
He listened to explanations regarding project models in several fields relying on digital technologies, remote control and management, and artificial intelligence, particularly in the sectors of health, field crops, livestock farming, waste recycling, and renewable energies.
On this occasion, the Minister highlighted the importance accorded by the Algerian State to the development of the quality of knowledge production within university institutions, the encouragement of competitiveness and quality, as well as support for student projects, particularly regarding the financing of projects with high economic potential capable of creating wealth.
The Minister of Higher Education and Scientific Research is continuing his working visit to the University of Nâama by inspecting the project for the new university campus, with a capacity of 2,000 pedagogical seats, scheduled for delivery before the next academic year, as well as a project for a university residence with 1,000 beds and a large amphitheater with a capacity of 600 seats.
