Retirees: Life Certificate Replaced by Facial Recognition

The Director General of the National Retirement Fund (CNR), Abdelhafid Adrar, indicated this Tuesday in Algiers that retirees have been exempted from presenting a life certificate, which is now replaced by a facial recognition system, as part of the modernization and digitalization of services intended for this category.

As a guest at the daily El-Moudjahid forum, Mr. Adrar specified that "in accordance with the instructions of the Minister of Labor, Employment, and Social Security, retirees are exempted from providing the life certificate to the CNR, replaced by facial recognition via an electronic application that can be downloaded on a mobile phone."

This measure aims to "simplify procedures for the benefit of retirees as part of the modernization and digitalization of services, to fight against fraud, and to strengthen transparency," he explained.

Recalling that the number of retirees amounts to "3.6 million beneficiaries of direct or survivor (rights-holders) pensions," the official added that the overall financial value for the payment of pensions is estimated at "162 billion Algerian dinars per month."

In the context of improving the living standards of retirees, Mr. Adrar mentioned the recent signing of an agreement between the CNR and the Local Development Bank (BDL), and another with the National Insurance Company (SAA), as well as a draft agreement with the National Railway Transport Company (SNTF), aimed at offering benefits and fare reductions to retirees.

Regarding the in-home social assistance system, more than "32,000 visits were recorded in 2025" and "14,000 since January 2026," allowing retirees to receive medical equipment and supplies, as well as administrative support in order to reduce their need to travel.

Mr. Adrar also noted that the CNR has implemented training programs to improve the care of retirees, particularly in the areas of management, the development of electronic applications, and communication, with a view to humanizing the relationship between the Fund and its users.
