July 2 Legislative Elections: Independent National Electoral Authority Reveals Results of Candidate File Review

The Independent National Authority for Elections (ANIE) revealed on Saturday in Algiers the results of the review of collective candidacy declarations for the upcoming legislative elections scheduled for July 2.

During a press conference held at the Abdellatif Rahal International Conference Center (CIC), the Acting President of ANIE, Mr. Karim Khalfan, announced that the process resulted in the acceptance of 793 lists comprising 9,854 candidates across various electoral districts within the country. This includes 613 lists sponsored by 32 political parties, one coalition list, and 125 independent lists.

In contrast, 49 lists involving 746 candidates were rejected, including 36 party-sponsored lists and 13 independent lists. Regarding the electoral district for the community abroad, 54 lists representing 432 candidates were accepted, while 12 lists (96 candidates) were rejected.

In total, out of 854 collective candidacy files processed across all constituencies, 793 lists (9,854 candidates) were accepted, while 61 lists (842 candidates) were rejected.

Candidate Demographics:
The data shows that 2,032 candidates are women (21% of the total), while 5,304 candidates are under the age of 40 (54% of the total). Additionally, 4,673 candidates hold a university degree, representing 47% of all applicants.

Reasons for Rejections:
Mr. Khalfan outlined several reasons for the rejection of individual candidacies:

  • Suspicious Financial Links: 1,762 candidates were flagged for public ties to suspicious business and financial interests.
  • Criminal Records: 1,141 candidates had prior criminal convictions without legal rehabilitation.
  • Failure to Meet Criteria: 571 candidates did not meet general eligibility requirements.
  • Political Nomadism: 72 cases involved "political nomadism" (switching parties).
  • Other Reasons: Issues included lack of registration in the constituency (62), attempts to influence voter choice (60), irregular tax status (30), missing legal documentation (18), professional incompatibility under Article 199 of the Electoral Law (18), not meeting the minimum age of 25 (14), and unresolved national service status (10).

Regarding the rejection of entire lists, the primary causes were: failure to reach the legally required number of candidates (10 lists), insufficient voter endorsements/signatures (16 lists), failure to meet the 50% youth quota (14 lists), failure to submit new candidates (18 lists), and non-compliance with gender (2) or university (1) representation requirements.

Furthermore, administrative courts recorded 2,370 appeals against rejection decisions. Of these, 120 appeals were accepted, while 2,250 were dismissed, according to data provided by Mr. Khalfan.
