Signing of the 2026-2027 Joint Action Plan Between the HCY and UNICEF in Algeria

The Minister of Youth, in charge of the Higher Council for Youth (HCY), Mustapha Hidaoui, along with the UNICEF Representative in Algeria, Katarina Johansson, presided over the signing ceremony of the joint action plan for 2026-2027, aimed at strengthening youth participation in public life, a ministry statement indicated on Monday.

The signing of this agreement follows the "positive results achieved by the joint action program for 2024-2025, thus reflecting the solidity of the existing partnership between the two parties and their willingness to continue joint efforts in favor of youth support and empowerment," the same source specified.

The signing ceremony of this agreement, which falls within the framework of the cooperation program between the two parties, took place on Sunday "in the presence of executives from the HCY, the UNICEF office in Algeria, and the representative of the Ministry of Foreign Affairs, National Community Abroad, and African Affairs."

This joint action plan includes "a series of programs and activities aimed at strengthening youth participation in public life, developing their capacities, supporting youth initiatives, promoting innovation and volunteering, as well as developing consultation and support mechanisms, in harmony with national development priorities and the sustainable development goals."

Furthermore, this plan grants "particular importance to capacity building for HCY members in the areas of evidence-based advocacy, youth foresight, participatory research, and communication, in order to contribute to the drafting of public policies intended for youth and strengthen their active contribution to development at the national and local levels."

Moreover, the signing of this plan reflects the commitment of the HCY and UNICEF "to continue their cooperation to launch quality programs that meet the aspirations of Algerian youth and offer them broader spaces for participation, creativity, and contribution to building the country's future," the statement concluded.
