On Saturday, Prime Minister Mr. Sifi Ghrieb presided over the opening proceedings of the national seminar on "Legal Security and Its Impact on Economic Development" at the Abdelatif-Rahal International Conference Center (CIC, Algiers). The event was organized under the high patronage of the President of the Republic, Mr. Abdelmadjid Tebboune.
This seminar will discuss legal security as a concept, regarding its legislative framework and practical application aspects, as well as mechanisms to strengthen the security of the management process, given their direct impact on improving the business climate and revitalizing economic development.
Attending the opening of this meeting—organized by the Ministry of Justice and the Algiers Bar Association, in coordination with the National Union of Public Contractors (UNEP) and the Algerian Council of Economic Renewal (CREA)—were the President of the Council of the Nation, Mr. Azouz Nasri; the President of the Constitutional Court, Ms. Leïla Aslaoui; the Minister of Justice and Keeper of the Seals, Mr. Lotfi Boudjemaa; members of the Government; the Advisor to the President of the Republic in charge of Legal and Judicial Affairs, Mr. Mohamed Hammouche; and the Advisor to the President of the Republic in charge of Finance, Banks, Budget, Foreign Exchange Reserves, Public Procurement, and International Payments, Mr. Farid Yaici.
Representatives of several national bodies and institutions, and more than 1,500 participants—including executives, specialists, and professionals from the legal and economic fields—also attended the opening of this seminar.
At the start of the meeting, a documentary was screened highlighting the significant economic transformations that Algeria has been experiencing for several years in a climate of tranquility and stability.
This seminar materializes the vision of the President of the Republic, Mr. Abdelmadjid Tebboune, and the particular interest he takes in economic operators as a fundamental axis of the legislative and economic reforms he has initiated. This is achieved by guaranteeing the protection of managers through the distinction between management errors and corruption, especially since the 2020 Constitution enshrined the principle of legal security and the strengthening of guarantees for freedom of trade, investment, and entrepreneurship.
The jurists and economic actors participating in this seminar will debate the issue of protecting managerial acts and their impact on economic development, as well as legal security in the business world.
