Bouamama: Draft Framework Law on Journalists at General Secretariat of the Government

The Minister of Communication, Mr. Zoheir Bouamama, indicated this Tuesday in Algiers that the draft framework law on journalists is currently at the General Secretariat of the Government for review.

The minister announced this during the opening of a study day titled "Respect for Copyright: A Pillar of Modern Media," organized by the Ministry of Communication in coordination with the National Office of Copyright and Neighboring Rights. He affirmed that the draft executive decree containing the framework law relating to journalists "is currently at the General Secretariat of the Government for review."

The minister added that "the executive decree defining the conditions and procedures for granting the national professional journalist card is also at the level of the General Secretariat of the Government."

In the same context, Mr. Bouamama explained that the Independent National Authority for Audiovisual Regulation and the Independent National Authority for the Written and Electronic Press will soon be established. He emphasized that these texts aim to "provide mechanisms to enshrine and strengthen the rights of the journalist and their central role in modern media," as well as to "guarantee respect for the rights of the journalist author," in accordance with the instructions of the President of the Republic, Mr. Abdelmadjid Tebboune, on this matter.

In this approach, the Minister of Communication highlighted his sector's willingness "to establish advanced legal and institutional foundations, guaranteeing respect for copyright as an essential pillar for the development of modern media and for the production of professional and reliable media content."

He also insisted on the role of Algerian journalists in the protection of cultural heritage. He noted that this heritage "attracts the attention of looting amateurs and professionals, due to the imprints of creativity and beauty it bears, capable of resisting time and repelling, through solid arguments, attempts at disinformation which will harm neither our cultural heritage nor the innovations of our predecessors."

For her part, the Minister of Culture and Arts, Ms. Malika Bendouda, emphasized, in a speech delivered on her behalf by her Chief of Staff, Mr. Mohamed Sidi Moussa, the importance of raising awareness about copyright protection, while working to strengthen the existing partnership between the communication and culture sectors in this regard.

Additionally, the Director General of the National Office of Copyright and Neighboring Rights, Mr. Samir Thaâlbi, praised the organization of such meetings. He stated they constitute "an important step in the process of organizing and developing the audiovisual landscape and promoting the culture of respect for creativity and the rights of creators." On this occasion, several lectures were presented covering the legal framework for copyright protection and the importance of continuous training for journalists.
