The President of the Republic, Supreme Commander of the Armed Forces, Minister of National Defense, Mr. Abdelmadjid Tebboune, chaired a meeting of the Council of Ministers on Sunday, according to a press release from the Council. The full text follows:
“The President of the Republic, Mr. Abdelmadjid Tebboune, Supreme Commander of the Armed Forces, Minister of National Defense, chaired today a meeting of the Council of Ministers devoted to presentations regarding the launch of the Oued Amizour zinc-lead mine and the monitoring of the progress status of the mining railway line project connecting Bled El Hadba, Oued Kebrit, and the Port of Annaba, intended for the transport of extracted and produced phosphate and fertilizers.
After the presentation of the agenda, followed by the presentation by the Prime Minister on the Government's activities over the last two weeks, the President of the Republic gave the following instructions, directives, and guidelines:
- The President of the Republic instructed the Prime Minister to ensure rigorous follow-up on the implementation of the decisions of the Council of Ministers and the Government on the ground.
- The President decided to grant aid of 10 million centimes to the benefit of Algerian pilgrims for this year, thereby bringing the total cost of the Hajj down to 82 million centimes instead of 92 million centimes.
1- Regarding the launch of the Oued Amizour zinc-lead mine:
- The President of the Republic insisted on the imperative to launch this promising economic project in March 2026, considering the employment opportunities and economic benefits expected for the region in particular, and for Algeria in general.
2- Regarding the progress status of the mining railway line project (Bled El Hadba-Oued Kebrit-Port of Annaba):
- The President affirmed that State investment in the mining sector aims to equip the national economy with new pillars and resources for upcoming stages for the benefit of future generations.
- The President of the Republic enjoined the Minister of Public Works to present a monthly follow-up report on the progress status of this project, insisting on the completion of works by the end of 2026 for its entry into operation by the first quarter of 2027 at the latest, with a view to increasing Algeria's fertilizer production capacity.
- The President instructed the Government on the necessity of ensuring daily monitoring of the project and smoothing out all difficulties encountered so that the pace of work moves to maximum speed without interruption.
3- Regarding the mining wharf within the framework of the Annaba port extension:
- The President ordered coordination between the Public Works, Interior, and Transport sectors, and the foreign partner to accelerate the pace and complete the project by the end of 2026, given that it falls within the framework of the strategy for economic transformation and moving away from dependence on hydrocarbons.
4- Regarding the fisheries roadmap for 2026:
- The President of the Republic affirmed that the development of the fisheries and aquaculture sector is a national requirement and a priority, considering its importance in strengthening the foundations of food security, hence the imperative to redouble efforts to increase production.
- The President of the Republic announced the continuation of the State's commitment to fishermen, enabling them to benefit from support, facilities, and incentive measures with a view to increasing Algeria's fishing quotas through the introduction of modern and efficient operating methods, noting that Algeria was not exploiting its quotas fully.
- Regarding the hunting sector, the President ordered the involvement of the Hunters' Federation, while consulting and coordinating with them regarding all decisions concerning the sector.
- In terms of reforestation, he also enjoined the Minister of Agriculture to adopt modern mechanization to increase the production of fruit trees, orienting specifically toward planting trees with high economic profitability, such as argan trees.
5- Regarding the participation of the national football team in the recent Africa Cup of Nations:
- The President of the Republic charged the Minister of Sports with conveying his warm congratulations to the national selection and the technical staff, led by head coach Vladimir Petkovic, addressing his encouragement to them and wishing them a successful journey during the upcoming World Cup.
- The President of the Republic also addressed his greetings to all Algerian supporters, particularly members of our national community established abroad, who traveled from the four corners of the world to support our national team.
The meeting of the Council of Ministers concluded with the approval of appointments and terminations of functions in senior State positions.”
