The President of the Republic, Mr. Abdelmadjid Tebboune, Supreme Chief of the Armed Forces and Minister of National Defense, presided over a meeting of the Council of Ministers today. The meeting addressed the draft Military Justice Law, as well as presentations regarding the progress of the mining railway project (Bled El Hadba – Oued El Keberit –Port of Annaba), agricultural mechanization, the February 2026 vocational training session, and a status report on the first days of the holy month of Ramadan.
Following the presentation of the Council of Ministers' agenda, the Prime Minister’s report on government activities over the past two weeks, and the follow-up report on the President's directives regarding the Holy Month, the President of the Republic of Algeria issued the following orders, instructions, and directives:
Regarding the Draft Military Justice Law:
- Following the presentation of the draft law by the General, Delegate Minister to the Minister of National Defense and Chief of Staff of the National People's Army, and after its discussion, the Council of Ministers approved the content of the draft law.
Regarding Agricultural Mechanization:
- The President of the Republic emphasized the importance of field work and the immediate liberation of the agricultural sector from the bureaucratic tendencies that appear to be deeply rooted within it.
- The establishment of agricultural cooperatives under the AGRODIV Group to handle the leasing of various agricultural machinery for plowing and harvesting, as well as providing different agricultural services. These will be deployed across wilayas based on the cultivated areas.
- These cooperatives are to be placed at the service of farmers across the entire country, in order to increase agricultural production yields.
- The President of the Republic assigned the Prime Minister to supervise the urgent drafting of a special law to framework and regulate these cooperatives.
- The President cautioned that the establishment of these cooperatives must be finalized within deadlines not exceeding the end of next March, as the harvesting season begins early in certain regions of Algeria, particularly in the South.
- The necessity of procuring agricultural equipment by the AGRODIV Group from the qualified local manufacturers of this type of machinery.
Regarding the presentation of the project to create the Algerian International Philharmonic Orchestra:
- The President of the Republic commended this integrated national artistic and cultural project, clarifying that it aligns with the context of Algeria's comprehensive renewal dynamics and the revival of its role in promoting and revitalizing Algerian music.
- The President ordered the drafting of the texts to relaunch the Algiers Opera House and its regulatory system.
- The President of the Republic directed the gradual implementation of this ambitious project, by leveraging the artistic heritage, talents, and elites from both within the country and abroad in this specialty, which reflects Algeria's civilizational image.
- The necessity of constructing major performance halls (Zénith) with a capacity of over 5,000 people in the capital and major cities.
- The President of the Republic ordered the relaunch and support of music institutes across all municipalities of the country.
- The President of the Republic directed the necessity of relaunching theatrical activity, given its role in invigorating cultural life, considering theater to be one of the pillars of soft power today.
Regarding the Vocational Training intake for February 2026:
- The President of the Republic directed the Minister of the sector to create new branches in high-level and complex specialties, covering strategic sectors for the benefit of Algerian and African trainees.
- The necessity of promoting, through the media, the high level of training now provided by vocational training institutions and centers in Algeria.
Regarding the progress of the Mining Railway Project (Oued El Keberit – Port of Annaba):
- The President ordered the acceleration of the completion pace, directing the Minister of the sector to conduct diligent field follow-up and ensure strict oversight for the execution of this strategic project.
Individual Appointments:
- The President of the Republic appointed today, Mr. Mohammed Lamine Lebbou, as Governor of the Bank of Algeria.
The Council of Ministers meeting concluded with the approval of individual decrees involving appointments and terminations of functions in senior state positions.
