The Minister of Interior, Local Authorities, and Transport, Mr. Saïd Sayoud, presented on Wednesday a report on the draft organic law related to the electoral system before the Committee on Legal and Administrative Affairs, Human Rights, Local Organization, Territory Planning, and Territorial Division of the Council of the Nation.
During this session, held in the presence of the Minister of Relations with Parliament, Mrs. Nadjiba Djilali, Mr. Sayoud explained that this legal text comes within the context of developing the electoral system in Algeria. He noted that “a technical review of certain provisions of the electoral system law has become necessary,” as it represents the “cornerstone of consolidating democracy”.
He noted that this review falls within the framework of continuing the reforms initiated by the President of the Republic of Algeria, Mr. Abdelmadjid Tebboune, particularly in their political dimension, aimed at enshrining the rule of law.
Among the objectives aimed at by this text is “modernizing the legal framework for the electoral process, in line with the recent technical amendments to the Constitution,” added Mr. Sayoud. He indicated that this law overall reflects a “gradual reformist approach that balances expanding political participation with strengthening mechanisms of integrity and transparency, thereby boosting confidence in state institutions and enshrining democratic practice in both its practical and organizational dimensions”.
On this occasion, the Minister reviewed the most significant amendments made to the text of this law, which translate a “clear legislative will to readjust the legal framework of the electoral system, in response to the requirements of the upcoming phase”.
These amendments include the pillars related to “restructuring and organizing the National Independent Authority for Elections,” “assigning the task of material and logistical support to the services of the Ministry of Interior within the framework of electoral and referendum operations,” “readjusting candidacy criteria,” as well as “improving the organization and conduct of electoral operations” and “keeping pace with the modernization strategy in the electoral field”.
Thus, this text serves to “strengthen the achievements contained in the law currently in force and develop its mechanisms, ensuring the building of a more balanced electoral system and stronger institutions,” Mr. Sayoud continued.
The Minister concluded by emphasizing that the proposed reforms “establish solid legal and organizational foundations for an electoral process based on transparency, integrity, and neutrality, as well as respect for the citizen's freedom of choice”.
