The Prime Minister, Mr. Sifi Ghrieb, chaired on Wednesday a government meeting dedicated to the examination of draft laws and presentations concerning the sectors of Solidarity, Scientific Research, and Energy, as well as an evaluation of the implementation of the unemployment benefit scheme, according to a statement issued by the Prime Minister's office, the full text of which follows:
“The Prime Minister, Mr. Sifi Ghrieb, chaired this Wednesday, April 1, 2026, a government meeting dedicated to examining the following points: To begin, the government examined a draft executive decree determining the nature, degree, and prevention of disability. This falls within the framework of implementing the provisions of Law No. 25-01 of February 20, 2025, concerning the protection and promotion of persons with special needs.
The draft of this text aims at early and multidisciplinary prevention of disability by establishing integrated sectoral programs within a national strategy for disability prevention. This strategy is based on a series of medical, therapeutic, psychological, educational, communicative, and social measures, allowing for the determination of the nature and degree of disability to better cater to the needs of this category of people.
On the other hand, within the framework of completing major structural projects, the government examined a draft executive decree amending the route plan provided for in Executive Decree No. 24-101 of March 7, 2024, concerning the declaration of public utility for the project to establish a desalinated water supply system for the municipalities of Algiers and Blida, starting from the Fouka seawater desalination plant.
This amendment follows the changes introduced to the original route due to difficulties encountered during the project's execution.
On another level, the government listened to a presentation on the development and valorization of research and innovation products developed within higher education institutions and research centers, which have proven their technical readiness and feasibility for industrialization and marketing.
The presentation highlighted samples of innovative products in the fields of agriculture, food industries, renewable energies, health, the environment, and industrial technologies. This falls within a strategic orientation aimed at strengthening the partnership between the university and its economic and social environment, and supporting an economy based on knowledge and innovation.
Furthermore, the government listened to a presentation regarding the restructuring of the energy and renewable energies sector.
This project, which aims to adapt the sector's organization to new challenges related to the development of renewable energies, electric mobility, and hydrogen, reflects the will of the country's highest authorities to accelerate the energy transition and enhance energy efficiency.
Furthermore, within the framework of monitoring the implementation of the unemployment benefit scheme established since February 2022, based on the instructions of the President of the Republic to combat youth unemployment, the government examined a report on the evaluation results of the scheme four years after its launch.
This evaluation revealed that this scheme has established itself as a fundamental tool of the employment policy, characterized by wide coverage, efficient digital management, and effective purging mechanisms.
In this regard, it was noted that this scheme effectively continues to guarantee a minimum income for first-time job seekers, which was revalued to reach 18,000 DZD starting from January 2026. This is coupled with the strengthening of its support mechanisms towards professional integration and the offering of specialized training opportunities in line with the needs of the national labor market.
Finally, as part of the ongoing examination of sectoral roadmaps for 2026-2028, the government examined the draft roadmap for the Environment and Quality of Life sector”.
