Council of the Nation: Sayoud Presents Draft Law Concerning Elections

The Minister of the Interior, Local Communities, and Transport, Mr. Saïd Sayoud, presented this Thursday before the members of the Council of the Nation a presentation on the draft law concerning the electoral system. He highlighted that it reflects the clear political will of the President of the Republic of Algeria, Mr. Abdelmadjid Tebboune, to establish an electoral process based on transparency, integrity, and neutrality.

In a public session of the Council chaired by the President of the Council of the Nation, Mr. Azouz Nasri, and in the presence of the Minister of Relations with Parliament, Mrs. Nadjiba Djilali, Mr. Sayoud explained that the draft law “reflects the clear political will of the President of the Republic, Mr. Abdelmadjid Tebboune, to establish an electoral process based on transparency, integrity, and neutrality”.  He emphasized that the proposed amendments aim overall to “improve the electoral process in a way that lends more credibility to the electoral and referendum operations”.

Furthermore, the Minister added, it enshrines “the principle of administrative neutrality in all operations through its total abstention from any direct or indirect intervention in the electoral process, and its commitment solely to providing material, human, and logistical support”.

In the same context, the Minister emphasized that the preparation of this text, which was approved by the People's National Assembly on March 31, was carried out through a “preparatory process that received special attention from the President of the Republic, reflecting his endeavor aimed at reorganizing political practice according to more effective constitutional, legal, and institutional foundations”.

Mr. Sayoud pointed out that this text came as an “inevitable result of the technical revision of the Constitution, which addressed the provisions of the electoral process and the necessity of updating the legal framework for elections”.

As a side note, at the beginning of this session, the members of the Council observed a minute of silence and recited the Fatiha in memory of the Mujahid and former President, Liamine Zeroual.

Furthermore, the members approved the validation of the membership of Fateh Boutbig in the Council of the Nation for a six-year term, as part of the presidential third appointees.
