Full Text of the Council of Ministers' Communiqué

The President of the Republic, Supreme Commander of the Armed Forces, Minister of National Defense, Mr. Abdelmadjid Tebboune, chaired a meeting of the Council of Ministers on Sunday, dedicated to the draft law on the exercise of commercial activities, as well as presentations, including one on the mechanization of the agricultural sector and a forward-looking presentation concerning the mining sector, stated a communiqué from the Council of Ministers, the full text of which is as follows:

"The President of the Republic, Mr. Abdelmadjid Tebboune, Supreme Commander of the Armed Forces, Minister of National Defense, chaired today a meeting of the Council of Ministers, dedicated to the draft law on the exercise of commercial activities, as well as presentations, including one on the mechanization of the agricultural sector and a forward-looking presentation concerning the mining sector.

After the presentation of the agenda of the Council of Ministers, followed by the presentation by the Prime Minister of the Government's activities over the past two weeks, the President of the Republic gave the following instructions, directives, and guidelines:

Regarding the forward-looking presentation on the mining sector:

The President of the Republic emphasized the need for the next stage to live up to Algeria's ambition, which is part of a logic of a secure economic power and diversification as the foundation of a truly emerging state, relying on credible figures on the ground. To this end:

  • The President of the Republic ordered the presentation to the Council of Ministers, as soon as possible, of the exploration plan in this sector, which must precisely and in detail define the priority mining branches for the next stage, while rigorously establishing the deadlines for exploitation and production.
  • The President of the Republic insisted that, from now on, only a sustained pace in the execution of the given guidelines and agreed-upon action plans will be accepted for all the selected mining branches, as an essential choice aimed at ensuring stability in terms of development.
  • The President of the Republic ordered full reliance, in mining explorations within this strategic sector, on technology, as well as on local human resources and Algerian competencies abroad, or through partnerships with friendly and allied countries.

Regarding agricultural mechanization:

  • The President of the Republic instructed the Minister of Agriculture, Rural Development and Fisheries to ensure, as soon as possible, optimal preparation in anticipation of the upcoming harvesting campaign, which promises to be of high quality, given the favorable climatic conditions for positive results.
  • The President of the Republic reaffirmed the need to guarantee the necessary mechanization for farmers at the national level.
  • Prioritize mechanization based on scientific and professional criteria, taking into account the cultivated area and production quantities.
  • Adopt production quantities as a key indicator for the creation of wilaya and regional cooperatives in terms of mechanization and agricultural equipment, far from any form of administrative bureaucracy.

Regarding the construction of a demineralization plant in the wilaya of In Salah:

  • The President of the Republic instructed on the need to take into account, in the future, the forward-looking vision related to the increase in population density, and to increase the expected production volume for this plant, which will supply the population of the wilaya of Tamanrasset with drinking water.
  • Ensure the provision of the best services to citizens regarding drinking water supply, given the diversification of supply sources for this vital element, particularly the important role that seawater desalination plants play today at the national level in guaranteeing water security.

Before the closing of the Council of Ministers meeting, the Minister of State, Minister of Foreign Affairs, the National Community Abroad, and African Affairs presented a report on the issue of recovering embezzled funds, reporting 33 letters rogatory addressed to the Swiss Confederation. Out of these, 20 cases have been examined and accepted, with 4 of them, related to embezzled and frozen funds, having been definitively processed to date.

Under these procedures, more than $110 million will be returned to Algeria.

Following the presentation, the President of the Republic expressed his thanks to the Swiss Confederation and the Kingdom of Spain for Algeria's recovery of the embezzled funds.

Furthermore, 61 letters rogatory addressed to France in this context have remained unanswered.

The Council of Ministers meeting concluded with the approval of individual decrees regarding appointments and terminations of functions in senior state positions."
