Full Text of the Communiqué of the Council of Ministers

The President of the Republic, Supreme Chief of the Armed Forces, Minister of National Defense, Mr. Abdelmadjid Tebboune, presided yesterday, Sunday, over a meeting of the Council of Ministers. The session was dedicated to the presentation and examination of several reports, including preparations for official school examinations and the mobilization of youth for the upcoming legislative elections, according to a communiqué from the Council of Ministers, the full text of which follows:

"The President of the Republic, Mr. Abdelmadjid Tebboune, Supreme Chief of the Armed Forces, Minister of National Defense, presided today over a meeting of the Council of Ministers dedicated to the presentation and examination of several reports. These included preparations for official school examinations in the education sector, the mobilization of youth for the upcoming legislative elections, and a follow-up on the Southern Railway project (Algiers-Laghouat-Ghardaïa-El Menia-In Salah-Tamanrasset), the Bled El Hadba-Oued El Keberit mining line, and the mineral quay project within the framework of the Annaba Port expansion.

Following the presentation of the Council’s agenda and a report by the Prime Minister on government activities over the past two weeks, the President of the Republic issued the following instructions, directives, and orientations:

The President of the Republic opened the meeting by congratulating the Minister of Culture and Arts for the efforts made to ensure the success of the visit of Pope Leo to the wilaya of Annaba. He also congratulated the two new ministers of the Mining and Water Resources sectors on their appointments, providing them with orientations and setting their priorities as follows:

Regarding the Water Resources Sector:
The new minister was tasked with preparing a new management plan for this vital sector to develop it and achieve long-term water security, which remains a supreme objective of the President of the Republic's program.

This includes renewing and updating the sector’s monitoring system to ensure it is effective and efficient, capable of providing both diagnosis and solutions with maximum speed in the face of any emergency, ensuring the sector meets the aspirations of our citizens.

Regarding the Mining Sector:
The President of the Republic reminded the Council and the sector minister that Algeria's economic plan, for the current and future stages, aims to transform the mining sector into a vital wealth-generating engine and a primary driver to break dependence on hydrocarbons.

The new minister was tasked with ensuring that Algeria reaches the phosphate export stage by March 2027 at the latest. This is a major economic objective for the sector, particularly with the completion of the mineral quay works as part of the Annaba Port expansion (March 2027).

The President of the Republic ordered the immediate launch of construction for processing units for raw materials from the Bled El Hadba phosphate mine, to be carried out in parallel with the exploitation of the mine.

Furthermore, he ordered the immediate establishment of urea and ammonia stocks according to international technical standards, as these materials require specific storage conditions.

Regarding the Mineral Quay for the Annaba Port Expansion:
The President of the Republic ordered the reinforcement and consolidation of the Algerian-Chinese partnership in the fields of construction, expansion, and dredging of ports. This is specifically to build the mineral quay as part of the Annaba Port expansion, with works scheduled for completion at the end of March 2027.

Regarding the Southern Railway Line (Algiers-Laghouat-Ghardaïa-El Menia-In Salah-Tamanrasset):
The President of the Republic instructed the Government to focus its efforts on realizing the 'new bet of the century,' a project of no less importance than the Gara-Djebilet project: the railway line connecting Algiers, Laghouat, Ghardaïa, El Menia, In Salah, and Tamanrasset, which is scheduled to enter service at the end of 2028.

Regarding the Restructuring of the Energy and Renewable Energy Sector:
The President ordered a feasibility study to create a Secretariat of State in charge of renewable energies within the new management structure of the sector.

The President of the Republic once again praised the efforts made by the workers and executives of the Sonelgaz company.

Regarding the Report on Preparations for Official School Examinations:
Following the presentation by the Minister of National Education on the ongoing preparations for the official school exams—the Intermediate Education Certificate (BEM) and the Baccalaureate—the Council of Ministers expressed its satisfaction with the content of the presentation.

Regarding the Report on Youth Mobilization for the Upcoming Legislative Elections:
The President of the Republic welcomed the positive progress regarding the role of youth in the economic sector, entrepreneurship, and other fields.

The President called for the continuation of this approach, aimed at supporting the process of national building, which is accompanied by an increasing awareness among the youth regarding this noble mission.

Furthermore, he emphasized the need to encourage young people, including women, by offering them the opportunity to access the highest positions in various sectors, an honor for a victorious Algeria."
