General Saïd Chanegriha, Minister Delegate to the Minister of National Defense and Chief of Staff of the People’s National Army, is conducting, starting today, Tuesday, a working and inspection visit to the 5th Military Region, according to a statement from the Ministry of National Defense.
The statement explained that "within the framework of field visits aimed at monitoring the implementation of the 2025/2026 combat preparation program across all military regions, General Saïd Chanegriha, Minister Delegate to the Minister of National Defense and Chief of Staff of the People’s National Army, is conducting, starting today, Tuesday, May 19, 2026, a working and inspection visit to the 5th Military Region."
The same source indicated that the visit began at the Region's Headquarters in Constantine, where, following the reception ceremony by Major General Noureddine Hambli, Commander of the 5th Military Region, General Chanegriha stood for a moment of contemplation and tribute to the memory of the heroic martyr, Youcef Zighoud, after whom the regional headquarters is named. He laid a wreath of flowers at the commemorative monument and recited the Fatiha for his soul and the souls of our pure martyrs.
Following that, General Chanegriha met with the officers and personnel of the Region, delivering a guidance address broadcast to all personnel of the 5th Military Region via videoconference, in which he emphasized that "the People's National Army is determined to continue the process of building its military capabilities and elevating its operational readiness, enabling it to fulfill its constitutional duties to the fullest extent."
He stated in this regard: "We in the People's National Army, under the leadership of Mr. Abdelmadjid Tebboune, President of the Republic, Supreme Commander of the Armed Forces, Minister of National Defense, are determined to continue the process of building our military capabilities and elevating our operational readiness, enabling us to fulfill our constitutional duties to the fullest extent, and allowing us to control our security tools and defend our sovereignty and supreme interests."
He emphasized, in the same context, that this can only be achieved by "continuing to implement combat preparation programs with seriousness and rigor, in order to build a defense system based on high preparation, operational readiness, and comprehensive resilience."
He also pointed out that "the best path to achieving this readiness begins first and foremost on the training field, and from the firm belief that every professional step we take and every plan executed with precision will effectively contribute to building deterrence and decisive capabilities. True military superiority is not measured solely by the quality of weapons, but rather lies in the capacity for resilience, possessing tactical alternatives, and acquiring high-quality operational readiness."
On this occasion, General Chanegriha was keen to commend the efforts of the Region's officers and personnel in "combating terrorist remnants and organized crime," urging them to "work toward eradicating the last terrorist elements from our country's pure land."
He continued in this regard: "Regarding the continuation of our operational efforts in this sensitive border region, you must double your efforts to combat terrorist remnants, crime, and their networks, in order to thwart any attempt at infiltration or crossing to transport weapons, ammunition, and drugs of all kinds," adding: "It is the duty of all of us to work with greater perseverance to eradicate the last terrorist elements from our country's pure land and defeat their support networks, so that we may definitively dedicate ourselves to the tasks of troop preparation and sound training, aligning with our republican commitments and enabling us to rise to the challenges of the current regional and international contexts."
In this regard, General of the Army Chanegriha renewed his sincere congratulations to all officers and personnel of the units deployed in the fight against terrorism and subversion for "the qualitative results achieved in this field, which allowed for the elimination of numerous terrorists and criminals—traitors to the nation—and foiled their despicable schemes aimed at undermining the security of the homeland and the citizen."
At the conclusion of the meeting, General of the Army Chanegriha listened to the interventions of the officers and personnel of the 5th Military Region, who expressed their "full readiness to continue the process of elevating the readiness of the battle order through the rigorous and serious preparation of the units stationed within the area of responsibility, and to remain vigilant in protecting the national territory from all potential scourges and threats," according to the statement from the Ministry of National Defense.
