Algeria Poised To Become The Most Influential Technological Player In The Maghreb And Sahel

In a recent report, the American New Lines Institute for Strategy and Policy highlighted Algeria's capabilities in the field of Artificial Intelligence (AI). The report affirmed that Algeria is positioned to lead this sector in North Africa and become the most influential technological player in the Maghreb and Sahel regions in the coming years, driven by its technological strategy and geopolitical independence.

The report noted that Algeria is currently transforming from an energy powerhouse into a rising regional hub for AI and technology. This transition is fueled by a multi-pronged strategy encompassing education, scientific research, and cybersecurity, alongside investments in smart agriculture and energy. The think tank emphasized that Algeria is on track to become "the most influential technological voice in the Maghreb and the Sahel in the coming years."

The New Lines Institute for Strategy and Policy, based in Washington, D.C., is a non-partisan think tank that focuses its research and studies on geopolitical issues across various regions of the world.

The institute also indicated that Algeria possesses the strongest educational foundation in Africa in computer science and AI. It pointed out that over 57,000 Algerian students are currently studying AI across 74 master's programs at 52 universities nationwide.

In this context, the report confirmed that Algeria ranks among the top five African countries in scientific publishing and boasts researchers who are among the top 2% globally. The country aims to train 500,000 specialists in Information and Communication Technology (ICT) by 2030.

Furthermore, the report projected that the value of Algeria's AI market will grow from $500 million in 2025 to $1.7 billion by 2030. It explained that AI will be leveraged to develop agriculture, healthcare, and energy, as well as to boost non-hydrocarbon exports.

The report also highlighted that Algeria's strategic geographical location between Europe and Africa perfectly positions it to become a regional AI hub.

Regarding investment-driven infrastructure, the same source noted that in 2025, Algérie Télécom invested 1.5 billion dinars (approximately $11 million) to finance startups specializing in AI, cybersecurity, and robotics.

This investment trajectory is part of a broader digitization effort that includes over 500 projects scheduled for the 2025-2026 period, contributing to the establishment of an integrated financing ecosystem for AI development.

In addition, the institute observed a shift within Algerian universities promoting the use of English as part of a "quiet sovereign diplomacy." It pointed out that 94.3% of participants in an Algerian university survey supported the adoption of English in higher education.

On another note, the report observed that the multilateral partnerships Algeria is building—particularly with China, Italy, and the United States—constitute a "significant factor of strength." It indicated that strategic partnerships with the U.S. are on the horizon, largely facilitated by the integration of the English language and the steering of Algerian students toward American universities.
