Full Text of the Communiqué of the Council of Ministers

The President of the Republic, Supreme Commander of the Armed Forces, Minister of National Defense, Mr. Abdelmadjid Tebboune, chaired on Sunday a meeting of the Council of Ministers dedicated to presentations focusing notably on the mining sector, preparations for the summer season, and the final assessment of the operation to acquire and distribute Eid sheep. This was indicated in a press release from the Council of Ministers, the APS translation of which is as follows:

"The President of the Republic, Mr. Abdelmadjid Tebboune, Supreme Commander of the Armed Forces, Minister of National Defense, chaired today a meeting of the Council of Ministers dedicated to presentations focusing notably on the monitoring of the extension and connection of stations and industrial zones to the strategic Béchar-Tindouf-Gara Djebilet mining line, preparations for the summer season, and arrangements for welcoming the national community abroad. The meeting also examined the final assessment of the operation to acquire and distribute Eid sheep for the benefit of citizens, as well as the monitoring of the strengthening of control mechanisms for products intended for consumption and the development of laboratory capacities.

After the presentation of the agenda, followed by the Prime Minister's presentation of the Government's activities over the past two weeks, the President of the Republic gave the following instructions, directives, and guidelines:

Opening the session, the President of the Republic praised the efforts made by all workers and executives in the public works sector—headed by the minister as a man of the field—as well as by the Chinese partner, for the sustained pace in completing various strategic projects that have recorded significant progress nationwide. This notably includes railway projects of a strategic dimension, particularly the Eastern mining line connecting Djebel Onk-Bled El Hadba-Tébessa up to Annaba, as well as projects of regional and continental dimension. He also commended the sector's personnel for achieving tangible results in terms of quality and adherence to deadlines.

Regarding the preparations for the summer season and the arrangements for welcoming the national community abroad:

  • The President of the Republic insisted on the importance of rigorous and continuous monitoring to ensure the success of the season, taking into account the following points:

  • The President of the Republic recalled the need to take all measures and arrangements aimed at guaranteeing free access to beaches and preserving the peace of mind of the families frequenting them, to avoid the resurgence of negative phenomena observed each season. He also insisted on combating the phenomenon of illegal appropriation of beaches, tasking the competent authorities and security services with eradicating and repressing these behaviors, in parallel with updating legal texts to address this phenomenon.

  • Dedicating specific beaches along the national coastline to the practice of motorized water sports to avoid accidents.

Regarding the final assessment of the operation to acquire Eid sheep for the benefit of citizens:

  • The President of the Republic instructed the Minister of Agriculture, Rural Development, and Fishing on the need to address the shortcomings noted during the operation, particularly those related to organization and distribution, despite the provision of one million heads of sheep.

  • In light of the identified shortcomings, the President of the Republic ordered the opening of an investigation into all the deficiencies to identify the failures that must be corrected in the future.

Regarding the monitoring of the strengthening of control mechanisms for products intended for consumption and the development of laboratory capacities:

  • The President of the Republic tasked the Ministries of Internal Trade and National Market Regulation, and of Health, with setting up and managing laboratories in all the country's ports and airports to ensure the control of products intended for consumption.

  • The Ministry of Internal Trade is responsible for controlling products intended for consumption, including meats in all their forms, while the Ministry of Agriculture, Rural Development, and Fishing solely takes charge of controlling the quality of cereals of all types.

  • The President ordered the establishment of specialized teams—trained by the Ministry of Higher Education and Scientific Research and supervised on the ground by the Ministry of Internal Trade—tasked with controlling products intended for consumption during their transport on the roads, in coordination with the security services.

  • The President ordered the tireless continuation of the fight against fraud, a phenomenon that remains at the top of the priorities, through the introduction of in-depth laboratory analyses enabling the identification of the origin of the fraud and the application of the law.

Before closing the Council of Ministers meeting, the President ordered the completion, as soon as possible, of technical studies with a view to laying the foundation stone on July 5 for the construction of a performance hall in the capital, with a capacity of 6,000 to 8,000 seats, which will constitute an added value and strengthen Algeria's artistic and cultural infrastructure."
