ALGIERS - The first ministerial decrees delegating authority to public administration representatives operating within the single windows of the Algerian Investment Promotion Agency (AAPI) have been published in Official Gazette No. 48, the Agency announced in a statement on Wednesday.
This measure, implemented in accordance with Article 22 of Executive Decree 26-153 of April 14, 2026, concerning the reorganization of AAPI, aims to simplify administrative procedures and accelerate the realization of investment projects. It will initially cover the sectors of Housing, Urban Planning, and the City, as well as Labor, Employment, and Social Security.
Under the decree from the Ministry of Housing, Urban Planning, and the City, the heads of services representing the urban planning administration at AAPI's single windows are now authorized to sign and issue building permits and certificates of conformity, as well as to grant various urban planning documents for investment projects falling under the agency's purview.
Similarly, the decree from the Ministry of Labor, Employment, and Social Security grants representatives of the employment administration at AAPI's single windows the authority to sign and issue work permits and related prior authorizations, as well as any other documents or approvals necessary for investment projects.
This step is part of the final phase of fully activating the single window system by expanding the powers of public administration representatives. This allows a significant number of administrative procedures to be processed directly at the single window level, reducing file review times and speeding up the execution of investment projects.
The publication of decrees delegating authority is expected to continue for other ministerial sectors represented at the single windows, further strengthening the efficiency of this mechanism in supporting investors and improving the investment climate.
