The President of the Republic, Mr. Abdelmadjid Tebboune, Supreme Commander of the Armed Forces, Minister of National Defence, chaired a Cabinet meeting which addressed the interim report on the progress of digitization, the 2026 agriculture sector roadmap, and the monitoring of plowing and sowing for the 2025-2026 season.
Following the presentation of the agenda and the government's activities over the past two weeks by the Prime Minister, Mr. the president of the republic issued the following directives, orders, and instructions:
1 – Regarding the Interim Report on Digitization Progress:
Mr. The President of the Republic highly commended Algeria's recent attainment of a very advanced level in the digitization of information and data across all sectors, and the commencement of data linkage and analysis. This, he noted, will allow for the identification of all imbalances, for which the state will provide appropriate and timely solutions.
Mr. The President stressed upon all government members the necessity of forming technical teams within their respective departments, specialized in the daily update of data contained within the national digital database, without the slightest delay. This is to ensure accurate and correct interpretation by the services that will utilize this data.
2 – 2026 Agriculture Sector Roadmap:
Mr. The President of the Republic ordered the continued regulation of the sector and maintaining the objective of increasing the yield per hectare as a top priority.
Mr. The President instructed the government to harness all capabilities and create all conditions to boost grain production capacity, considering the will and determination to modernize this strategic sector, to which Mr. The President of the Republic gives utmost attention.
The necessity of adopting scientific methods at all stages of cultivation, according to an integrated strategy and with the participation of agricultural experts and engineers, while considering seed quality and the specific characteristics of each region and its soils.
Reviewing the agricultural orientation law, including mechanisms for regulating and adjusting agricultural production.
Operating in the agricultural sector based on the principle of reducing imports without creating any market scarcity, by encouraging the establishment of specialized cooperatives, especially with the new incentives the state continues to provide.
Mr. The President of the Republic ordered the Minister of Agriculture to urgently find appropriate solutions for the return of red and white meat production to a level that meets the needs of the national market, by involving producers and breeders.
Based on the principle that land belongs to those who cultivate it, Mr. The President affirmed the state's commitment to continuing the regularization of agricultural land for actors and operators in the field and achieving production at optimal levels.
3 – Regarding the Plowing and Sowing Campaign for the 2025-2026 Season:
Mr. The President of the Republic stipulated that the top priority objective for the sector is to increase the cultivated agricultural area to 3 million hectares.
Mr. The President of the Republic once again emphasized the urgent nature of importing agricultural equipment for harvesting, especially for grain, corn, and sunflower crops.
Before the conclusion of the Cabinet meeting, Mr. The President of the Republic addressed an appeal to Algerian youth abroad who are in vulnerable and irregular situations, having been deliberately misled by individuals who delusively believed they could harm the state's credibility by using them abroad against their own country.
While most of these young people have committed only minor offenses, such as apprehension stemming from a mere summons by the police or national gendarmerie for questioning regarding public order incidents or similar matters.
And concerning those who intended to use statistics related to "Harraga" (irregular migration) to tarnish Algeria's reputation, with the aim of spreading confusion among young people to flee Algeria illegally.
These young people are now far from their motherland, their families, and friends, suffering from poverty and destitution, exploited in degrading activities, while some are even used against their own country.
Such situations do not warrant enduring all this hardship. They can be exploited by criminal or mafia circles, which exposes them to tarnishing their reputation, whether in the country they reside in or in their homeland they left.
Accordingly, the Cabinet, convened today under the chairmanship of Mr. The President of the Republic, Supreme Commander of the Armed Forces, Minister of National Defence, and with the full consensus of all institutions of the Republic, decided to regularize the situation of these Algerian men and women, on the condition that they commit to not re-offend.
The implementation of procedures related to this decision will be undertaken by Algerian consulates abroad until these sons and daughters of Algeria return to their motherland.
Excluded from this measure are all perpetrators of blood crimes, drug trafficking, arms dealing, and anyone who has collaborated with foreign security services with the aim of harming their motherland, Algeria.
