The President of the Republic, Supreme Chief of the Armed Forces, Minister of National Defense, Mr. Abdelmadjid Tebboune, presided yesterday, Sunday, over a meeting of the Council of Ministers. The session was dedicated to reports concerning the follow-up of bilateral cooperation agreements concluded with Chad and Niger, and the National Strategy for the Prevention and Combating of Cancer, 2035 Horizon, according to a communiqué from the Council of Ministers, the full text of which follows:
"Following the presentation of the Council’s agenda and a report by the Prime Minister on government activities over the past two weeks, the President of the Republic issued the following instructions, directives, and orientations:
At the outset, the President of the Republic thanked the Prime Minister for the efforts made in recovering embezzled funds and reintegrating them into the national economy, specifically those recovered in the wilayas of Tissemsilt and Batna within the automotive sector. In this regard, he reaffirmed the State’s determination to relentlessly pursue the fight against corruption and to recover stolen funds to serve the national economy.
First: Regarding the Follow-up of Bilateral Cooperation Agreements Concluded With Niger and Chad
A - Regarding the Partnership between Algeria and Niger:
* The President of the Republic instructed the diversification of cooperation areas to include priority sectors in service of mutual interests, while emphasizing the need to complete the construction of the power generation plant within the next three months. This historical achievement reflects the importance the President of the Republic attaches to this cooperation in terms of quality and speed of implementation.
* The President of the Republic highlighted Algeria's readiness to deepen this support and partnership with the brotherly country of Niger in other fields, notably oil exploration and exploitation, convinced of its African dimension and depth.
* The strengthening of permanent monitoring and coordination mechanisms to guarantee the effective and efficient implementation of various agreed commitments through intensified ministerial visits and the creation of new communication channels.
* The launch of a joint media partnership and cooperation between Algeria and Niger to accompany these promising bilateral projects, which benefit both brotherly peoples.
B - Regarding the Partnership between Algeria and Chad:
* The President of the Republic emphasized the strengthening of all areas of cooperation with the brotherly country of Chad and the implementation of new economic projects in the fields of energy, electricity production, and oil exploration.
* Accelerating the construction of a cement plant with an annual production capacity of more than one (1) million tons.
* The immediate takeover by Algerian companies of the construction of two sections of the Trans-Saharan road to complete the remaining portion on Chadian territory, with the aim of increasing commercial and economic exchanges between the two countries.
Second: Regarding the National Strategy for the Prevention and Combating of Cancer, 2035 Horizon
* The President of the Republic first addressed his thanks to the healthcare sector family for the efforts made in the optimal care of those injured in the Algerian bus accident that occurred in the brotherly country of Tunisia. The victims were quickly rescued and transferred under the best conditions to hospitals in the wilayas of Annaba and El Tarf. He also thanked the Tunisian health authorities for their intervention and cooperation.
Regarding the National Strategy for the Prevention and Combating of Cancer, 2035 Horizon:
* The President of the Republic directed the adoption of a comprehensive national approach based on prevention, early screening, and therapeutic effectiveness, particularly as Algeria ensures free care and treatment.
* The reinforcement of the capacities of health structures and the improvement of patient care across the various wilayas of the country, including the preparation of a study for the construction of an oncology hospital in every wilaya.
* The establishment of a supervision and monitoring system for the availability and distribution of anticancer drugs to ensure the optimal use of therapeutic capacities.
* The President of the Republic reiterated his directives to the Ministries of Commerce and Health to accelerate the establishment of control laboratories at ports and airports for all goods entering Algeria.
* Ensuring effective coordination between the various sectors involved for the success of this long-term strategy.
Other Orientations:
* The President of the Republic ordered the Minister of Interior, Local Authorities, and Transport to remove buses older than 25 years from the national fleet within a maximum period of three months."
