Establishment of an Algerian-Italian Center of Excellence with an African Dimension

Published in the 37th issue of the Official Gazette, a presidential decree has been issued establishing an Algerian-Italian Center of Excellence with an African dimension.

The aforementioned center, named Enrico Mattei, will be dedicated to training, research, and innovation in the agricultural field.

This Decree, No. 26-193, was signed by the President of the Republic, Mr. Abdelmadjid Tebboune, on the twelfth of May.

The headquarters of this new center, placed under the authority of the Minister in charge of Agriculture, Rural Development, and Fisheries, has been established in Sidi Bel Abbès.

The creation of this public institution of a scientific and technological nature comes within the framework of a memorandum of understanding (MoU) between Algeria and Italy.

This memorandum was signed in Rome on July 23, 2025.

The new center aims to strengthen national and African capabilities in the agricultural sector, achieved through research partnerships focused on practical application and specialized training programs.

The tasks of the center include adopting innovative technological solutions aimed at improving agricultural productivity and optimizing the utilization of natural resources.

The center also focuses on training youth, trainers, and agricultural advisors from African nations, as well as promoting regional and international cooperation projects.

These projects will address critical issues related to agriculture, water, and climate change.

The Enrico Mattei center is managed by a 16-member board of directors from Algeria and Italy, and is administered by a director-general.

The center possesses a joint scientific and pedagogical council serving as an advisory body, featuring representatives from both sides, including Italian universities and research centers.

The training programs are developed and implemented in coordination with the Ministry of Higher Education and Scientific Research.

On the financial front, the center's revenues consist primarily of contributions from the Algerian state and the Italian party.

This is in addition to potential financial contributions from other countries, international organizations, and economic institutions, as well as revenues generated from the institute's activities, such as patents and publications.
