JUBA (South Sudan) - The Secretary of State to the Minister of Foreign Affairs, in charge of the National Community Abroad, Sofiane Chaib, participated from July 6 to 8, 2026, in Juba, in a ministerial working visit of the African Union (AU) High-Level Ad Hoc Committee on South Sudan (C5), which includes Algeria, South Africa, Nigeria, Chad, and Rwanda.
This ministerial visit constituted an important step toward gaining direct firsthand knowledge of the latest developments in the political and security situation, assessing progress made in implementing the provisions of the Revitalized Agreement on the Resolution of the Conflict, and preparing for the first electoral milestones since the country's independence, scheduled for the end of this year.
The visit also provided an opportunity to examine ways to strengthen confidence-building measures and consolidate the peace process, particularly as these key electoral deadlines approach, in accordance with the provisions of the declaration issued during the summit meeting of the AU High-Level Ad Hoc Committee on South Sudan, held on February 15, 2026, in Addis Ababa.
The itinerary of this visit featured a series of intensive meetings and high-level consultations, including an audience with the President of the Republic of South Sudan, Mr. Salva Kiir Mayardit, as well as discussions with the Minister of Foreign Affairs and International Cooperation, Mr. James Pitia Morgan, alongside several members of the Transitional Government of National Unity.
Working sessions were also held with various national stakeholders involved in the electoral process, notably the National Elections Commission, the National Constitutional Amendment Committee, and the Political Parties Council, as well as with representatives of the political parties signatory to the Revitalized Peace Agreement.
The visit included meetings with regional and international organizations responsible for monitoring the political process in this brotherly country, including the African Union Mission in South Sudan, the Intergovernmental Authority on Development (IGAD), the United Nations Mission in South Sudan (UNMISS), the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC), and the International Committee of the Red Cross.
The meetings were further expanded to include civil society representatives and international partners, notably the Troika countries (the United States, the United Kingdom, and Norway), as well as Canada and the European Union.
During his various interventions, Mr. Chaib reaffirmed Algeria's steadfast support for the sovereignty and unity of South Sudan, as well as its full solidarity with this brotherly nation in its efforts to finalize the building of its institutions and to fulfill its people's aspirations for peace and prosperity.
He also recalled the central role played by Algeria in supporting efforts to find sustainable solutions in South Sudan, particularly during this pivotal stage of its transitional process.
In this context, the Secretary of State emphasized a set of fundamental principles to guarantee a smooth and secure transition to the next phase. He placed particular emphasis on strengthening dialogue and inclusivity, adopting a clear and realistic electoral roadmap, and addressing various security challenges to establish the necessary conditions for organizing credible elections.
Furthermore, he stressed that the full and earnest implementation of the Revitalized Peace Agreement remains the most effective approach and the primary guarantee for achieving genuine national reconciliation and overcoming the security, political, and humanitarian challenges facing South Sudan.
