Algeria and Germany Adopt a New Strategic Agenda to Strengthen Bilateral Partnership and Expand Cooperation in Vital Fields (Joint Declaration)

Algeria and Germany adopted today, Thursday, in Berlin, a joint declaration on a strategic agenda for bilateral partnership, on the occasion of the official visit paid by the President of the Republic of Algeria, Mr. Abdelmadjid Tebboune, to the Federal Republic of Germany, and his meeting with Federal Chancellor Friedrich Merz.

The declaration establishes a new phase of cooperation between the two countries, which includes strengthening political dialogue, developing economic and energy partnership, and expanding cooperation in the fields of sustainable development, innovation, culture, and security, in a way that serves the mutual interests of both parties. Below is the text of the joint declaration:

The People's Democratic Republic of Algeria and the Federal Republic of Germany recognize their long-standing and distinguished relations, and reaffirm their mutual desire to deepen bilateral partnership and cooperation in various fields. 

Both parties emphasize the importance of dialogue, mutual understanding, and cooperation in facing global challenges. In this context, they reaffirm their commitment to multilateral cooperation in which the United Nations plays a pivotal role, and to a global order based on international law, including respect for the sovereignty, independence, and territorial integrity of every state, and the protection of human rights and humanitarian principles. The two parties recall the framework established by the Association Agreement between the European Union and Algeria, and the European Union's Union for the Mediterranean, which forms the basis of their bilateral relations.

Both parties welcome the adoption of this joint declaration on a strategic agenda for their bilateral partnership as a major milestone reflecting the depth of their relations and their shared ambition for the future. They also welcome the agreements signed between German and Algerian companies during the visit.

The two parties wish to continue deepening their fields of cooperation, which include, but are not limited to, the following: 

  1. Political and Diplomatic Cooperation 

The two parties agree to establish (i) regular political dialogue and comprehensive consultations addressing bilateral relations, regional and international issues, migration, and security; (ii) regular, high-level political consultations between the ministries of foreign affairs of the two countries, between the relevant contact points in ministries and government agencies, as well as between the two diplomatic institutes and the embassies of both countries; and (iii) dialogues on specific topics. The two parties express their satisfaction with the outcomes of the discussions between their leaders on July 16, 2026.

  1. Economic, Trade, and Energy Cooperation 

The two parties reviewed the state of bilateral trade relations and noted with satisfaction the general upward trend of their bilateral trade. Germany remains among the main European partners and suppliers of Algeria, particularly in the fields of industrial machinery, electrical equipment, vehicles, and chemical and pharmaceutical products.

The two parties express their desire to strengthen bilateral trade and investment relations for the benefit of their economies, particularly through improving the business climate in both countries. They also reaffirm their commitment to international standards of investment governance, notably transparency, non-discrimination, and the rule of law. 

The two parties highlight the strategic importance of their long-standing bilateral energy partnership, as well as their bilateral development cooperation in the energy sector, particularly in the context of Germany's diversification efforts, Algeria's role as a reliable supplier, and its strategy to develop the renewable energy sector. The two parties confirm the strategic importance of the SoutH2 Corridor project, classified as a "Global Gateway" project and an "European Energy Pathway," which establishes a sustainable and long-term link between them. For the sake of diversifying trade partners, increasing gas supplies serves the interests of both parties. They also look forward to the upcoming ministerial meeting of the aforementioned project.

The two parties confirm their will to discuss future cooperation in the fields of energy, energy transition, infrastructure, the technological sector, and the transport, health, pharmaceutical, critical minerals, agriculture, and industrial sectors.

The two parties look forward to the bilateral Economic Forum to be held on July 17, 2026. They agree to activate the Algerian-German Joint Economic Committee and to establish a bilateral business council that will form a platform for dialogue and networking between the business communities in Algeria and Germany, in parallel with the tasks and activities coordinated with the Algerian-German Chamber of Commerce and Industry (AHK Algeria), the Algerian Economic Renewal Council (CREA), and the Algerian Chamber of Commerce and Industry (CACI).

  1. Sustainable Development and Capacity Building

The two parties welcome the projects underway in strategic sectors of common interest, as well as cooperation in the field of technologies for converting electricity into green energy and industrial products. For future financial cooperation, the two parties aim to intensify dialogue on the possibilities and mechanisms of continuing to support energy diversification. They also agreed to strengthen their cooperation to reduce methane gas emissions, in addition to intensifying their cooperation in the field of environmental and climate protection.

  1. Culture, Education, Language, and People-to-People Exchanges 

The two parties welcome academic partnerships, research cooperation, scholarship programs, cultural exchange activities, and ongoing programs that contribute to strengthening mutual understanding. In this framework, the two parties praise the Algerian-German agreement on cultural and scientific cooperation. 

  1. Science, Technology, and Innovation

The two parties agree to explore the possibility of conducting joint research projects, as well as cooperating in the field of emerging technologies and innovation ecosystems. Both parties reaffirm their interest in promoting partnerships in industrial and technological fields of common interest, such as the mechanics, construction equipment, transport, petrochemicals, energy industries, and pharmaceutical industry sectors.

  1. Regional Security, Migration, and Defense Cooperation

The two parties welcome the ongoing dialogue on regional and global security issues, including cooperation in the fields of defense, counter-terrorism, cybersecurity, and disinformation. The two parties praised the quality of their cooperation in the fields of migration, deportation, readmission, and integration, as well as the regular bilateral exchanges on these topics.

The two parties confirmed their commitment to continuing their good cooperation within the framework of the Algerian-German Protocol on Identification and Admission dated February 14, 1997, and to developing this cooperation as necessary.

This joint declaration was reached on the occasion of the official visit of the President of the Republic, Mr. Abdelmadjid Tebboune, to Berlin on July 16, 2026, and his meeting with Federal Chancellor Friedrich Merz, and this declaration will be implemented as of this date.
