Public authorities are continuing to expand the powers of public administration representatives at the single windows of the Algerian Investment Promotion Agency (AAPI). This is being achieved by delegating authority to representatives of the Ministry of the Environment and Quality of Life to issue approval decisions for environmental studies and prior authorizations for the creation of classified establishments, as part of efforts to simplify administrative procedures and accelerate the realization of investment projects.
In a statement on Wednesday, AAPI indicated that Official Gazette No. 52, published on July 21, contains a decision from the Ministry of the Environment and Quality of Life. This decision delegates authority to the head of the service representing the environmental administration at the Agency's single windows to issue decisions approving environmental impact studies and risk assessments, as well as prior approval decisions for the creation of classified establishments.
This delegation applies to investment projects registered with AAPI, thereby reducing the processing times for investment files and streamlining the administrative process for investors, the same source added.
This decision is part of the ongoing expansion of the powers of public administration representatives at single windows. Previous delegation decrees have already targeted representatives from the sectors of Housing, Urban Planning, and the City, as well as Labor, Employment, and Social Security, granting them the necessary authority to issue building permits, certificates of conformity, and work permits. This was subsequently extended to representatives from the Taxation and Energy administrations, and later to the State Property administration, who are authorized to issue and sign concession contracts for economic land, as well as deeds for their modification, transfer, and termination.
According to AAPI, these measures are part of the ongoing operationalization of the single window system and the reinforcement of the powers of public administration representatives. This allows a greater number of administrative procedures to be processed directly at these windows, reduces processing times, facilitates the investor's administrative journey, and speeds up the implementation of investment projects.
