UN Chief Guterres Warns of a Global-scale Assault on Human Rights, Urges Immediate Action to Safeguard International Order

United Nations Secretary-General António Guterres warned that “human rights are under a full-scale assault across the world,” noting that the rule of law is being gradually replaced by the rule of force.

In his speech before the UN Human Rights Council yesterday, Monday, Guterres clarified that this retreat is neither hidden nor accidental. Rather, it is “happening in plain sight, and is often led by the actors who wield the greatest power and influence”.

He emphasized that when human rights collapse, peace, development, social cohesion, and trust collapse along with them.

The UN Secretary-General added: “On every front, those already in vulnerable situations are being pushed further into the margins, and human rights defenders are among the first to be silenced when they try to warn us”.

Guterres called for urgent action on three main fronts. First, the uncompromising defense of the common foundations of human rights, including the UN Charter, the Universal Declaration of Human Rights, and all international human rights law instruments.

Second, he called for strengthening global governance, asserting that reforming the Security Council and the international financial system is essential for the protection of rights.

Third, he urged states to unleash the transformative power of human rights, emphasizing that “where rights advance, conflict retreats; where justice is strengthened, violent extremism weakens; and where equality expands, opportunities multiply”.

He pointed out that achieving the Sustainable Development Goals (SDGs), accelerating climate action, strengthening the rule of law, and supporting international justice institutions are essential steps in this direction.
