The President of the Republic, Supreme Commander of the Armed Forces, and Minister of National Defense, Mr. Abdelmadjid Tebboune, chaired a meeting of the Council of Ministers on Sunday. The meeting addressed a draft law determining the electoral districts and the number of seats to be filled in the Parliament, as well as presentations concerning the importation of one million head of sheep specifically for Eid al-Adha, preparations for the Hajj season, and the draft National Youth Plan.
The Council of Ministers began its agenda with a presentation by the Prime Minister on the government's activities over the past two weeks.
Before addressing the various draft laws and presentations by the ministers, the President of the Republic stressed the need for strict daily field monitoring against speculators in certain imported fruits and meats. He ordered the immediate inclusion of those involved in blacklists and their permanent ban from import and commercial activities.
Following a presentation by the Minister of Religious Affairs and Wakfs on preparations for the Hajj season, the President of the Republic issued a series of orders, instructions, and directives:
Regarding the Amendment of the Law Determining Electoral Districts and the Number of Seats to be Filled in Parliamentary Elections:
- The President of the Republic ordered a review of the draft amendment to this law and the involvement of political parties before approving the law in its final form.
- The formation of a committee to follow up and review the amendment of this draft law, to meet at the Presidency of the Republic, to definitively decide on the number of seats to be filled in accordance with parliamentary elections.
Regarding the Progress of the Operation to Import One Million Head of Sheep for Eid al-Adha 2026:
- The President of the Republic decreed that the selling price of the imported sacrificial animal to citizens shall not exceed 50,000 Algerian Dinars as a maximum limit.
- The President of the Republic directed the services of government bodies to strictly monitor the importation and marketing of sacrificial animals, while besieging all methods of fraud, smuggling, and speculation.
Regarding the Presentation on the Status of Combating the Spread of Locusts:
- The President issued orders to double the capabilities for combating the phenomenon of locust swarms threatening agricultural crops in the deep south.
- The use of modern scientific methods and means to increase effectiveness, such as aerial spraying with pesticides, especially in our border areas, as they are the first points of contact with the phenomenon.
- Strict activation of vigilance cells using proactive methods by relying on Algerian satellite imagery and available technological capabilities.
Regarding the Draft National Youth Plan 2026–2029:
- The President of the Republic emphasized the right of youth to demand their rights, particularly in employment and care of all kinds, but within a framework of national spirit that immunizes youth against exploitation by obscurantist forces targeting our country and its youth.
- The President ordered the Minister of Youth to immediately audit the non-benefit of some young people from their right to the unemployment grant.
- The President ordered the Minister of Youth to formulate new proposals and methods to contribute to reducing unemployment numbers.
- Doubling efforts in combating drugs among youth and immunizing them against a programmed scheme from beyond our borders targeting this vital category, as it is the core of Algerian society distinguished by a high national spirit.
- Giving utmost importance to school and university sports, in coordination with the Ministries of Education and Higher Education, to serve as an incentive and an alternative to compensate youth for any void that distracts them from the battle of construction.
- Intensifying bridges of communication between Algerian youth at home and abroad, in various forms and methods that strengthen the connection with Algeria.
- Rehabilitating youth centers and opening their doors according to programs chosen by the youth themselves, at a rate of at least one youth center in every municipality, while doubling youth hostels commensurate with their era and utilizing them for their benefit.
- Coordination between the Ministries of Youth and Culture to develop plans that attract Algerian youth according to their orientations and needs, involving them in their organization and management.
Regarding the National Climate Adaptation Plan:
The President of the Republic directed the Minister of the sector to:
- Double the laboratories for monitoring imported products across all ports and airports in coordination between the Ministries of Interior, Foreign Trade, Environment, and Transport.
- Accelerate the pace of the wastewater treatment process to enter the phase of increasing exploitation and reach a rate of at least 30 percent.
- Protecting and preserving the health of the citizen requires real field work and the concerted efforts of official and voluntary bodies, as environmental activity today falls within political-economic action.
- The environmental role today aligns with the integrated vision for national security and protecting citizens from any potential risks.
The Council of Ministers meeting concluded with the approval of decisions involving individual appointments and terminations of duties in senior positions and functions within the state.
