The President of the Council of the Nation and President of the Parliament, Mr. Azouz Nasri, affirmed on Wednesday evening in Algiers that the technical amendment to the Constitution marks the start of a new era for more harmonious and cohesive institutions.
In his address following the approval of the draft law containing the technical amendment to the Constitution, during the joint session of both chambers of Parliament at the Palais des Nations, Mr. Nasri explained that this amendment constitutes "the start of a new era for more harmonious and cohesive institutions." He praised "the profound reforms initiated by the President of the Republic, Mr. Abdelmadjid Tebboune, aimed at redrawing the contours of the modern State and consolidating its pillars and foundations on solid ground."
He added that the profound reforms and numerous major initiatives launched by the President of the Republic—foremost among them the amendment of the Constitution—have constituted "a decisive turning point and a qualitative shift in the process of building a State of institutions. They provide a solid reference framework that structures political life and the balance of powers, expands the margin of freedoms, and restores the prestige of oversight institutions. Furthermore, they embody a lucid and conscious political will aimed at modernizing State institutions and adapting them to the requirements of the current phase."
He also highlighted that these efforts will "establish a comprehensive development model" based on "upgrading institutional performance, enshrining transparency, and strengthening citizens' trust in State institutions, in a way that meets their aspirations and responds to rapid national and international transformations."
In this context, Mr. Nasri asserted that "the President of the Republic has become the hallmark of a new era based on gradual reform and sustainable construction, opening up promising prospects for future generations." This is grounded in "a comprehensive strategic vision that blends the consolidation of institutional legitimacy with the building of a robust and diversified national economy."
On the economic front, he recalled that Algeria has witnessed in recent years "a genuine takeoff toward diversifying income sources," as well as "accompanying this momentum with a clear shift toward digitizing the economy and administration, thereby enhancing transparency." He emphasized that this is "proof that Algeria, under the leadership of the President of the Republic, is carving its path steadily and with certainty toward strengthening its regional and international standing, and establishing a development model that strikes a balance between economic ambition and political stability."
Returning to the technical amendment to the Constitution, Mr. Nasri praised the remarkable role played by the Constitutional Court. He highlighted that it "contributed, through its advisory opinion, to framing the amendment process in a way that preserves harmony between texts, safeguards fundamental rights and freedoms, and reinforces the principle of the separation of powers within a balanced, complementary framework. Furthermore, the exercise of its oversight function reflected an advanced level of institutional maturity, confirming the deep-rootedness of a constitutional culture based on respect for rules and procedures."
For his part, the Minister of Justice and Keeper of the Seals, Mr. Lotfi Boudjemaa, expressed his thanks to the members of both chambers of Parliament following their approval of the draft law containing the technical amendment to the Constitution. He affirmed that these amendments "embody the State's firm will to continue strengthening the democratic process, enshrine the rule of law on solid foundations, and build a genuine democracy based on a constitutional framework, national constants, the principles of legitimacy, the protection of rights and freedoms, and the stability of institutions."
In the same regard, he stressed that these amendments "will strengthen the provisions of the Constitution initiated by the President of the Republic in 2020 by fine-tuning and adjusting certain procedural provisions and practical details, and by closing the loopholes revealed in practice, in addition to ensuring precise harmony between constitutional texts."
