Minister of National Solidarity, Family, and the Condition of Women, Soraya Mouloudji, emphasized during a working visit to Annaba Wilaya on Wednesday that the protection and promotion of children "represent a constant strategic choice of the Algerian State, as this category constitutes a fundamental pillar for building a strong and coherent society and a true investment in the country's present and future."
In a speech delivered at the Hotel Seybouse International to commemorate National Children’s Day (July 15), in the presence of the National Delegate for the Protection and Promotion of Childhood, Meriem Cherfi, the Wali of Annaba, Abdelkrim Laâmouri, and local authorities, the Minister stated that "Algeria has strengthened its legislative and institutional arsenal in favor of children, in accordance with its international commitments." She noted that the 2020 Constitution enshrined the principle of the best interests of the child, while Article 71 makes the guarantee of children's rights a shared responsibility between the State, the family, and society.
Ms. Mouloudji added that the State is continuing the implementation of an integrated social system for children, encompassing care for those in danger or difficulty through open-environment services. This system ensures psychological, social, and legal accompaniment, alongside specific programs for children with special needs that guarantee their rights to schooling, healthcare, transport, and prosthetic devices, as well as protection against all forms of discrimination and exploitation.
The Minister also indicated that this year, as part of the realization of the National Autism Plan approved by the President of the Republic, Mr. Abdelmadjid Tebboune, on June 1, 2025, the first specialized centers for the care of individuals with Autism Spectrum Disorder (ASD) were opened. she remarked that this step reflects Algeria's transition "from a logic of assistance to a logic of empowerment."
In the same vein, Ms. Mouloudji highlighted the ongoing efforts of the National Solidarity sector in accompanying low-income families through special school allowances, the provision of school bags for needy and special needs children, and guaranteeing free access to medication for children and their parents who lack social security.
She further affirmed that prevention "constitutes the fundamental pillar of child protection against various social ills," noting the adoption of a multisectoral national approach that includes organizing awareness campaigns and developing a practical guide to unify intervention and care mechanisms for child victims of violence.
Regarding the protection of children from digital risks, the Minister praised the creation of the "Cyber-Vigilance Cell" within the National Body for the Protection and Promotion of Childhood (ONPPE), tasked with tracking violations targeting children on the Internet and intervening to protect them.
Ms. Mouloudji reiterated continued support for social and humanitarian associations through the launch of a national program to support organizations and field initiatives aimed at child care, family accompaniment, and the reinforcement of local solidarity action.
Furthermore, she emphasized the sector's commitment to ensuring children's right to leisure and the development of their talents, in coordination with the Youth sector, through the organization of summer camps for children deprived of family care and children with special needs—particularly those with autism—to promote their social integration and instill values of citizenship and solidarity.
On this occasion, the Minister announced that within the investment program for the National Solidarity sector allocated to Annaba Wilaya for 2027, the registration of two studies will be proposed for the creation of two psycho-pedagogical centers in the Benmostefa Benaouda (known as Amar) New City and in Aïn El Barda. Additionally, a project to build a Work Assistance Establishment (ESAT) for persons with special needs will be proposed for the Benmostefa Benaouda New City.
The Minister’s working and inspection visit also included a visit to sick children in the pediatric ward and the inspection of a summer camp for children with special needs. She also presided over the launch of a training session for parents of children with autism and the official launch of the national cycle for the children’s riding club.
