Arkab: Algeria is Working to Provide a More Attractive Business Climate for Energy Investment

The Minister of State, Minister of Hydrocarbons and Mines, Mr. Mohamed Arkab, confirmed that the launch of the Algeria Bid Round 2026 falls within the state's strategic vision aimed at enhancing the attractiveness of the hydrocarbons sector and maximizing national resources, thereby supporting Algeria's position as a reliable destination for energy investment.

In a speech delivered this Sunday while overseeing the official launch of Algeria Bid Round 2026 organized by the National Agency for the Valorization of Hydrocarbon Resources (ALNAFT), Minister Arkab noted that this round builds on the momentum achieved in the 2024 session, which saw increasing international interest reflecting confidence in Algeria's investment climate.

The Minister of State explained that Algeria is working to provide a more transparent and attractive business climate by simplifying procedures, reducing deadlines, and digitalizing administrative processes. This contributes to attracting investments, transferring technology, and enhancing expertise within a global context characterized by rapid transformations that necessitate new investments to ensure supply sustainability and bolster energy security.

The Minister of State highlighted Algeria's pivotal role as a reliable energy actor, ensuring safe and sustainable supply flows to global markets and contributing to market stability. He emphasized Algeria's strategic location, natural resources, and advanced infrastructure in transport and export. Furthermore, he noted Algeria's commitment to stable and regular supplies, supported by significant production capacities, particularly in renewable electricity. He also pointed to the presence of a national industrial base capable of providing the oil and gas sector with equipment meeting international standards, alongside a highly qualified and skilled human resource pool.

The Minister also emphasized the importance of industrial subcontracting, which represents a strategic pillar in the development of the hydrocarbons sector. This is achieved through the contribution of small, medium, and startup enterprises in providing specialized technical services and enhancing local content.

Regarding the legal and regulatory framework, the Minister of State confirmed that the Hydrocarbons Law (19-13) provides a clear and balanced investment environment that ensures the protection of the state's interests while responding to investors' aspirations. He noted that the 2026 Bid Round includes competitive incentives and transparent, effective contract-awarding procedures under the supervision of the ALNAFT agency.

The Minister of State also highlighted Algeria's commitment to developing a sustainable hydrocarbons industry by integrating modern environmental standards, reducing emissions, and limiting gas flaring. He emphasized the adoption of best practices in methane emission monitoring, alongside the development of carbon capture and storage (CCS) projects and the improvement of energy efficiency, aligning with international efforts to combat climate change.

In this context, the Minister reaffirmed that natural gas will remain a fundamental element in the energy mix during the transition phase, while simultaneously working to develop promising hydrogen projects, opening new horizons for partnership and investment.
